The Office for the Coordination of Humanitarian Affairs is the organ of the United Nations Secretariat responsible for:
- Mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies;
- Defend the rights of people in need;
- Promote disaster preparedness and prevention;
- Facilitate durable solutions.
It is within this framework that OCHA has an office in the Central African Republic. In recent years, the Central African Republic has experienced a major political crisis that has resulted in violent conflict that has affected almost the entire population. Many points of tension and violence have arisen across the country since 2018 and have spread to areas that once enjoyed some stability. To meet these needs, the OCHA RCA Office is strengthening its response capacities in 2022 through the recruitment of a National Humanitarian Affairs Officer who will be based in ZĂ©mio.
Duties and Responsibilities
Under the direct supervision of the Head of Sub-Office, the Humanitarian Affairs Officer will perform the following tasks:
- Identify and develop opportunities for more effective mediation coordination (among government, UN, donors, ICRC, and NGOs), particularly promoting dialogue, rational division of labor, and common humanitarian analysis on the ground ;
- Ensure the day-to-day management of the OCHA sub-office in the absence of the sub-office head, and oversee the collection and processing of humanitarian information at the provincial level;
- Support the identification of humanitarian and emergency relief needs as well as the type of assistance required;
- Monitor regional trends, produce analyzes and provide advice to the Head of Sub-Office, particularly with a view to establishing mechanisms for the early detection of risks for early contingency planning;
- Facilitate analysis and shared cooperation between agencies and government offices concerned with humanitarian action and those more interested in the recovery and longer-term development of the region;
- Actively participate in consultations on field security as well as staff security, in accordance with the security measures in place in all areas where humanitarian operations are concentrated;
- Coordinate, at the local level, the deployment of resources to sectors of extreme urgency;
- Facilitate coordination meetings between humanitarian partners as well as with other entities, including governmental;
- Support liaison activities with authorities, as well as programmatic collaboration with other humanitarian organizations in the field;
- Produce concise weekly activity reports on the humanitarian situation, the response provided on the one hand, the functioning of the coordination mechanisms at the local level on the other hand;
- Perform any other tasks requested by the supervisor.
Required Qualifications
Education
- Hold at least a Bachelor's degree in one of the following fields: Social Sciences, Political Sciences, Economics, Agricultural or Management Sciences, Humanitarian Law and Development.
Experience
- 3 years of professional experience in the field of humanitarian crisis management or other experience equivalent to a level of increasing responsibility.
- Having a good knowledge of the institutional environment of the Central African Republic, experience within the United Nations System, an international or national NGO, or in a sector related to humanitarian action, is an asset.
- Computer experience (MS Word, Excel, Outlook, etc.) is required.
- Have a perfect command of the French language.
- Knowledge of the English language would be an advantage.
- Knowledge of Sango would be an asset.
- Ability to communicate orally and in writing.
- Good field experience would be an asset.
- Ability to work under pressure and in a multicultural environment.
