Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organizations. With its Belgian and international partners, Enabel provides solutions to tackle urgent global challenges: climate change, urbanization, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1,500 employees, Enabel manages some 150 projects in around 20 countries, in Belgium, Africa and the Middle East.
Context
Enabel is currently in the process of preparing a thematic climate and environment portfolio. This program, with a budget of € 50 million, will run over 5 years (January 2022 - December 2026) and will be deployed mainly in 4 countries: Burkina Faso, Mali, Niger and Senegal.
The portfolio aims to strengthen the autonomy and resilience of local populations and should lead to a coherent regional climate and environment program in the Sahel region. It is part of the global approach developed by Belgium which emphasizes stabilization and development.
Other externally funded projects could also complement this approach, alongside ongoing bilateral programs in the region.
The overall objective of the portfolio is the fight against desertification and land degradation in order to support socio-economic development and resilience in the face of climate change, of the most vulnerable populations in the Sahel.
In this context, we are looking for several Project Managers in charge of piloting projects aimed at supporting the implementation of the national components of the climate and environment portfolio. Close synergy and complementarity will be sought between the 4 countries concerned.
Description of the function
The Project Manager plays a coordination and management role in the implementation of the various projects. He / she integrates the team of the Representation of Enabel and is responsible for the management of the project, in close relation with the local partner and the local and international experts. Its main responsibilities are as follows:
- As a project manager : ensure the integration of all areas of project management (content / scope, planning, budget, quality, etc.) in order to guarantee the start, progress and results of the project and its contribution to development results;
- As coordinator of activities : coordinate activities and ensure their implementation, in accordance with agreed agreements and defined procedures in order to achieve the objectives of the project;
- As an expert : contribute to the implementation of the project and provide your expertise in order to guarantee the achievement of the objectives;
- As change support: support those identified to lead the change process and contribute to the capacity building of partner structures in order to contribute to the improvement of their organization, their processes and systems as well as the skills of their staff ;
- As a knowledge manager : coordinate the learning process on how a project contributes to the development of a (sub) sector in order to ensure the dissemination of knowledge and / or results generated through this process;
- As a people manager : lead the team placed under his hierarchical responsibility in order to have qualified and motivated staff;
- As a monitoring & evaluation expert : ensure that projects have and use relevant information on results for decision-making, learning and for reporting on results achieved, as well as monitoring the project performance to ensure good management.
Your profile
Required training level
- You have a Master's degree in one or more of the following fields: bioengineer, forestry, geographer, hydrologist or similar orientation relevant for the function.
Required experiences
- You can demonstrate 5 years of relevant experience in the management of projects related to the issue of climate and the environment : restoration of degraded lands, climate-resilient agriculture, sustainable pastoralism, ecosystem management, land use planning and plans development, integrated management of water resources, social engineering for rural infrastructure;
- You have acquired at least 2 years of relevant experience in field in development aid projects in these themes;
- You have at least one relevant work experience outside your home country ;
- You have experience as a team leader;
- Knowledge of the contexts of the Sahel, including Burkina Faso, Senegal, Mali, Niger, is an asset.
Knowledge and skills required
- Good global understanding of the desertification control sectors; agriculture, Sahelian pastoralism; water (including integrated water resources management); the integrated territorial approach; support, information, participation and consultation of populations and stakeholders, wood energy and management of geographic information tools, mapping, integrated territorial approach and innovative approaches in some of the aforementioned themes;
- Knowledge and experience of project management, monitoring and evaluation methodologies; support for change processes; knowledge management and capitalization;
- Ability to work independently, manage and complete multiple projects / tasks simultaneously and meet deadlines;
- Ability to work in conflict zones and develop appropriate security management measures;
- Qualities in the management of interpersonal relationships, human resources and partnerships;
- You speak and write fluently in French or Dutch. Considering the working language of Burkina Faso / Senegal / Mali / Niger and the international context in which you will be working, an excellent knowledge of French and English is required.

We offer you
- An exciting position in an international environment.
- A 60-month contract with a start date in November 2021.
- You are employed within Enabel in the "Intervention Manager" function. The salary package for this function corresponds to our scale (class 6) and includes the gross monthly salary, as well as benefits related to your expatriate status within Enabel such as a separation allowance, assignment, hardship, cover for housing costs (capped), a removal and installation allowance, cover for school fees for accompanying children (capped), an insurance package for the whole family including repatriation insurance, return plane tickets once a year for the whole family, etc.
- In the event of expatriation without family members (dependents), up to 6 additional return plane tickets per year to the country of origin or any other destination (capped according to Enabel's regulations) .
The different amounts vary according to the relevant experience recognized for the function and the family composition.
This publication may give rise to the constitution of a recruitment reserve for a period of 3 years for any similar function.
