Job Description

Role and responsibilities

The main purpose of a WASH Team Leader (WTL) is to manage a WASH project and facilitate the WASH team under his/her supervision (Al Turbah and Mukha field offices) on quality and timely implementation of project activities and ensure effective planning and quality implementation of WASH projects (PHE and PHP activities) including WASH infrastructure, water system and sanitation facilities, School Health Education and Community hygiene activities in NRC intervention areas in Taizz.

The WASH team leader will assist the WASH Project Coordinator in providing support in the in planning and designing, development of NRC’s WASH programming particularly on all technical activities related to construction and hygiene promotion activities and liaising with authorities and suppliers of both goods and services to ensure the efficient and smooth implementation of the WASH projects in NRC targeted areas in Taizz.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  • Help plan and carry out WASH activities within the institutions in the IDPs sites and community intervention areas to reduce WASH-related risks.
  • Coordinate with the other CCs and other Implementing Partners in the camp and community to ensure that the various aspects of the WASH response are integrated.
  • Developing technical assessment reports on WASH hard components including BoQs, TOR , drawings and technical assessment reports.
  • Maintain regular budget control, ensuring spending within available unit cost and budget lines and take responsibility for tracking and financial expenditures for technical activities under WASH.
  • Break down the projects operational plans into weekly, monthly and quarterly implementation plans.
  • Coordinate with the WASH cluster and relevant partners (local authorities, executive units, community leaders and other NGOs/INGOs) to avoid any duplication of services
  • Lead WASH team members (officers and Assistants) to develop winning and high level WASH Technical studies, designs bill of quantities as well as future WASH plans.
  • Preparation of reports, guidelines and other strategic documentation. Participate actively in proposal developments as required.
  • Ensure that procurement, and leading development and distribution of materials and equipment are timely and according to procedures.
  • To represent NRC in co-ordination meetings with the other IPs, section and leaders and other stakeholders, Provide specific technical analysis and feedback to NRC representatives in coordination forums.
  • Coordinate all the WASH activities according to strategy, proposals, budgets and plans
  • Ensure adherence to NRC policies and donor requirements
  • Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
  • Any other assignment as may be required by the WASH Project Coordinator

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Lead, plan, organize and carry out daily WASH activities within NRC area of interventions in line with agreed work plans, strategies and methodologies.
  • Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
  • Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
  • To initiate and supervise the public health engineering activities and ensure quality during implementation;
  • Assist the WASH PC in tracking indicators in order to take remedial measures early.
  • Maintain regular budget control, ensuring spending within available unit cost and budget lines.
  • Represent NRC in the WASH sub Clusters and in other coordination forums
  • Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
  • Leading WASH activities in data collections, and data quality on bassline/PDMs and end line of WASH projects and draft the initial report.
  • Provide technical support on the ground and assign tasks PHE and PHP team in implementation of the daily water /sanitation activities;
  • Take the lead in facilitating the implementation of engineering work at community level;
  • Supervise all construction work related to water and sanitation and take lead on technical verification of work provided by contractors.
  • Ensure that work aims to meet Minimum Standards and adheres to NRC emergency guidelines and protocols and the government;
  • Ensure that all work carried out is sensitive to community needs, promotes participation and empowerment of community members, and that a system is in place to get feedback on process and impact of the program;
  • Draft and develop monthly report, interim reports and final project reports and submit to WASH Co.
  • Facilitate proper coordination of all water and sanitation activities with other department to effectively reduce and mitigate public health risks and to maximize opportunities for integrated programming;
  • Assist in conducting the WASH assessments to determine scope of work, resource requirement and estimated cost, including in the identification public health risks in the community.
  • Conduct regularly field visit and provide feedback reports to staff and WASH Co.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Maintain close coordination with Education, ICLA, Shelter, CCCM, protection, logistics, HR, Finance and M & E
  • Ensure close Coordination with Food Security staff for better integration and planning especially targeting the beneficiaries and always work as one team rather than in isolation

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Bachelor’s Degree in engineering field (Civil, Environmental, Water or Public Health Engineering) relevant to WASH projects
  • Experience from working as Project Officer in a humanitarian/recovery context. Elementary technical knowledge in WASH at least 3 years preferably with an INGO.
  • Previous experience from working in complex and volatile contexts. Proven practical experience in community engagement water and sanitation work. Community engagement and supervising contractors or community volunteers involved in WASH work and at least 2 year preferably with an INGO.
  • Documented results related to the position’s responsibilities
  • Strong English as well as strong Arabic skills, written and spoken.

Context/ Specific skills, knowledge and experience:

  • Technical background in WASH/Shelter and a University Degree in Engineering, Social Sciences or extensive training or experience in WASH work and community mobilization..
  • Elementary knowledge on budgeting and accounting.
  • Good understanding of common hygiene promotion and sanitation approaches.
  • Knowledge and understanding of sphere and Sphere standards.
  • Strong organizational skills.
  • Proven leadership and management skills including planning and budget tracking capacities.
  • Proven technical knowledge and skills in the field of water, sanitation and hygiene promotion.
  • Ability to supervise and mentor staff to achieve results.
  • Ability to travel independently, including to rural communities and work long hours.
  • Good computer skills (MS Office, including Outlook for email). AutoCAD knowledge is an advantage.
