COAR is an independent social enterprise that directly supports practitioners, policy-makers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments.
This scope of work (SoW) outlines the Climate Change and EU Green Deal Expert consultancy with the Center for Operational Analysis and Research. The Climate Change and EU Green Deal Expert will provide guidance, insight, and analysis to strengthen the research and production of thematic research that deals with Climate Change and EU Green Deal policies in Syria. While the overarching purpose of the research is to holistically map and analyze entry points and stakeholders to inform an EU strategy that improves the availability and access to sustainable food security for the Syrian population, a core element will focus on climate change, and specifically on how the impact and manifestation of climate change in Syria affect the livelihood of Syrians. This will include analysis and programming recommendations. The Climate Change and EU Green Deal Expert will work in unison with the COAR’s designated team from inception to completion of the assigned deliverable.
Objectives:
- Holistically map and analyze entry points and stakeholders to inform an EU strategy that improves the availability and access to sustainable food security for the Syrian population.
- Through desk review of available literature and iterative field research, produce a climate change sector strategy that improves the resilience of vulnerable Syrians by supporting climate change adaptations and promoting sustainable growth; ensure that findings and recommendations incorporate EU Green Deal policies and project-specific research.
Responsibilities and Deliverables:
The Climate Change and EU Green Deal Expert will:
- Conduct a desk and literature review concerning the EU Green deal and other relevant policy guidelines on climate action.
- Conduct a desk and literature review on the impact and manifestations of climate change in Syria, focusing on ongoing/desired efforts on climate-proofing, resilience building, prevention and preparedness.
- Undertake a climate change situational analysis that includes a risk assessment in order to construct a vulnerability profile for key economic sectors, population groups, regions, and communities;
- In consultation with concerned stakeholders, design a plan to inform strategies to support adaptation to climate change in EU-funded interventions that include: mitigation, adaptation, education, research & technology development, capacity building, awareness and other climate change priority areas;
- Ensure the incorporation of intersectional analysis and a RFSL-oriented approach in all stages of the research production (research design, data gathering, and drafting of reports);
- Provide actionable and relevant recommendations based on risks, challenges, and opportunities uncovered through primary and secondary research, particularly as these relate to the EU’s safeguarding principles and practices; assist in identifying relevant recommendations for donor-funded humanitarian, development, stabilization, and peacebuilding responses;
- Participate in face-to-face and remote donor engagements as requested;
- Respond to ad-hoc requests throughout the project in a timely and efficient manner by providing remote or in-person verbal and/or written input;
- Work independently when necessary, and also in collaboration with other junior and senior experts covering other parts of the research, and in coordination with COAR’s respective staff and project management.
Qualifications and Experience
The ideal candidate for the aforementioned position will have:
- Advanced University degree in the fields of climate change, environmental management, Climatology, public administration or relevant related fields.
- At least 3 years of professional experience managing programs dealing with Climate Change, Environmental Policies and/or Just Transition;
- Demonstrated understanding of EU Green Deal documentation and Policies. Experience working on EU-funded climate change projects, to include the design and/or implementation of programs in complex, fragile, or conflict-affected contexts;
- Demonstrated ability to design and implement climate change research methodologies for the collection of primary data (i.e., semi-structured interviews) and analytical frameworks (to include stakeholder and project design analysis) in complex, fragile, or conflict-affected contexts;
- Professional experience in Syria or in the region is strongly preferred;
- Professional-level English, both written and verbal; workable knowledge of Arabic is preferred.
- Strong presentation, reporting, and communication skills;
- Strong organizational and interpersonal skills, including teamwork and partnering abilities;
- Ability to remain impartial and objective;
