The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. They work in crises across more than 30 countries, providing emergencies and long-term assistance to millions of people every year.
The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of their newest country of operation - Sudan. It is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring a Wash Officer to be part of establishing NRC's programme in Sudan.

Duties and responsibilities
Generic responsibilities
- Line management of WASH assistants (engineering-social) project staff, including RRM staff (emergency rapid response).
- Adherence to NRC policies, guidance and procedures;
- Contribute to WASH strategy development, project proposals and provide input on needs and gaps;
- Responsible to implement delegated technical portfolio of WASH projects (activities, budget and project documentation) as delegated from Manager or Project Coordinator in line with proposals, strategies and donor requirements, and ensure high technical quality;
- Provide regular progress reports to Programme Manager/Coordinator;
- Prepare and ensure that all technical Bill of quantities and scope of works are in line with quality NRC standards;
- Promote and share ideas for improvement and necessary changes in the activities;
- Ensure capacity building of project staff and transfer key skills to engineering officers and assistants.
- Liaise and collaborate with relevant local authorities and other key stakeholders;
- Promote the rights of IDPs/refugees in line with the advocacy strategy;
Specific responsibilities
- Line Management. Responsible for the direct line management of assistants engineering team in Khartoum (assistants and site supervisors), including RRM team staff.
- Strategy Development. Support the WASH Managers in developing and/or revising the Core Competency Strategies for WASH by providing Area-level analysis and recommendations for needs and response options.
- Technical Support. Providing technical support and leadership to partners and communities implementing WASH related activities.
- Partnerships/Contractors. Work in collaboration with the WASH team to identify and develop strategic partnerships (including contractors), monitor the implementation and assess the performance.
Qualifications
- Desirable minimum 3 years of experience of project implementation, managing and supervising construction/rehabilitation projects with private/humanitarian sectors with proven experience on technical and managerial skills.
- Experience from working in complex and volatile contexts;
- Technical engineering expertise;
- Documented results related to the position’s responsibilities;
- Knowledge about own leadership skills/profile;
- Fluency in English, both written and verbal;
- Valid driver’s license.
- Preferable to be located in South kordofan
- Fluent Spoken Arabic and English essential.
- Strong knowledge of MS package (Word, Excel…) and Autocad (or similar).
