Cambodia: National Consultant, Gender and Child Labour in Fisheries

The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger and improve nutrition and food security.

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The European Union (EU) has established the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). The overall objective of the CAPFISH Programme is to support the Royal Government of Cambodia in the achievement of its long-term vision of social and economic development, food security and poverty reduction as initiated with the Deep Fisheries Reforms and laid down in the National Strategic Development Plan. The Programme is structured in two components: one on aquaculture (i.e. CAPFISH-Aquaculture, adopted in 2016, EUR 30 million) and one on capture fisheries (i.e. CAPFISH-Capture Fisheries, adopted in 2019, EUR 92.7 million).

The stated objective of the capture fisheries component of the CAPFISH-Capture Fisheries Programme is for Cambodia to have sustainable capture fisheries, contributing to food security and poverty reduction. The CAPFISH-Capture Fisheries Programme comprises three interrelated pillars: 1. fisheries management and conservation; 2. post-harvest and trade; and 3. improvement and diversification of fisheries communities' livelihoods. The CAPFISH-Capture Fisheries Programme functions through direct Budgetary Support to the Royal Government of Cambodia Fisheries Administration (FiA) and by Complementary Support provided through the FAO (fisheries management and conservation pillar), UNIDO (post-harvest and trade pillar) and NGOs and Civil Society Organisations (improvement and diversification of fisheries communities' livelihoods pillar).

This Complementary Support project (i.e. FAO-CAPFISH-Capture Fisheries) supports the fisheries conservation and management pillar within the CAPFISH-Capture Fisheries Programme. The specific outcome that the project will work to achieve within its timeframe and resources is improved capacity to strengthen fisheries management at the community, district/provincial, and national levels.

Reporting Lines

The National Consultant - Gender and Child Labour in Fisheries reports directly to the Chief Technical Advisor (Team Leader), under the overall supervision of the FAO Representative in Cambodia. He/she will be based in FiA and will work in coordination with the Project Implementation Unit (PIU), close collaboration with the FiA team, the EU, and the international and national counterparts.

Technical Focus

The National Consultant - Gender and Child Labour in Fisheries will work in close consultation with FiA and other selected Government agencies to develop and implement FiA’s Gender and Child labour assessment and action plan.

Tasks and responsibilities

  • Support FiA in the development of tools to undertake gender and child labour assessment and action plan;
  • Train FiA staff in gender assessment tools and methodologies and gender awareness sessions;
  • With FiA staff, facilitate the gender assessment in fishing communities and within FiA to inform HR and planning;
  • Support the translation and analysis of the data gathered and prepare the report together with the International Gender Consultant;
  • Organize a stakeholder workshop to present and validate the findings and agree on recommendations and action plan for FAO’s CAPFISH Capture ;
  • In consultation with the CTA and other team members, integrate gender indicators and gender-responsive budgeting in the project’s PoAs, reflecting the requirements to implement CAPFISH’s GAP;
  • Draft awareness-raising materials and visual tools to promote gender equity and equality and protect children from hazardous tasks in small-scale fisheries ;
  • Develop good practices and lessons learned for dissemination;
  • Organise and contribute to meetings and workshops, in particular on dissemination of awareness-raising materials and advocacy;
  • Develop, Coordinate and monitor Letters of Agreement (LoA) where appropriate;
  • Contribute to Reports and evaluations, as well as other outputs related procedures as required;
  • Work with the project international gender consultant to support FiA gender focal point in the evaluation and update of the effectiveness of key policies including “Gender Mainstreaming Policy and Strategy in the Fisheries Sector“ and “ Action Plan for Gender Equality Promotion and Child Labour Elimination in the Fisheries Sector (2016-2020)”;
  • Work with the international gender consultant to support FiA in the development and implementation of the workplan to update these strategies (during 2021) including consultation with stakeholders and validation of draft strategies;
  • Support and facilitate the conduct of gender awareness training for Project staff and other stakeholders and effective gender mainstreaming in Project activities; (including gender analysis for all project outputs, affirmative actions for women in line with FiA’s GAP, gender-sensitive knowledge products and research, gender-responsive M&E);
  • Together with the Project M&E officer, establish a gender-sensitive M&E system and ensure that all Project data are analysed from a gender perspective into relevant reports of the project;
  • Perform other duties as required.

Minimum Requirements

  • Advanced university degree in fisheries, sociology, gender studies, natural resources management or related field
  • At least five years of relevant experience in fisheries management, gender and child labour analysis in fisheries, value chain development and supported projects/programmes
  • Working knowledge of English
