Cooperazione Internazionale (COOPI) is an Italian humanitarian non-governmental organization founded in Milan in 1965. For more than 50 years of long-term support and constant presence in the field, COOPI has been engaged in breaking the cycle of poverty and responding to specific emergencies in numerous sectors, including Food Security, Humanitarian Aid, Health, Socio-Economical Services, Water and Sanitation, Human Rights, Education and Training, Migrations and Sustainable Energy.
Present in the DRC since 1977, COOPI has strongly developed its interventions there over the past 20 years in response to the multiple crises that have destabilized the country. The organization now has about ten bases in the provinces, a national coordination in Kinshasa, and an annual budget of over $ 10 million.
From Kivu, where there was the first intervention, COOPI's response gradually extended to other areas, for the implementation of emergency programs in favor of displaced populations and victims of conflicts.

Project description
The project entitled:
Project to fight against food and nutritional insecurity for populations living near Upemba National Park (PNU) in Mitwaba territory and the Bili-Mbomu Conservation Zone (ZCBM)
The general objective of the project:
- Reduce food insecurity and malnutrition among vulnerable populations in Haut-Katanga and Bas Uélé, DRC.
Specific objectives :
- Increased rural diversification;
- Improved hygiene, child care and eating practices;
- Sustainable production and increased agricultural productivity.
The project will further attack the structural causes of food and nutritional insecurity by strengthening the capacity of communities in the project intervention areas, through households and civil society organizations (CSOs) in order to reduce the negative impacts of crises. and food / nutritional shocks and to promote the protection of natural spaces in a sustainable manner.

General responsibilities
The Project Manager:
- is responsible for the execution of the project, in technical and economic / financial terms and for the management of resources on site, in compliance with COOPI and donor procedures;
- ensures the achievement of the results foreseen by the project, in accordance with the approved budget.
Specific responsibilities
Project management
- program and control the progress of the activities provided for in the contract, in collaboration with the project staff;
- prepare the map of operational work and project documentation regarding any changes to the original plan;
- ensure, in collaboration with the country coordination, that the project monitoring systems are in place and effective and ensure the monitoring of indicators and activities;
- carry out regular monitoring of the proper implementation of all activities in the field , with transmission of information on a periodic basis and as needed;
- prepare all required minutes, technical and financial reports;
- prepare a report on the capitalization of the experience developed in the project;
- ensure good institutional relations with the beneficiaries, project partners, environmental NGOs working in the same area, local authorities and the EU Delegation, in collaboration with the country coordination and in compliance with COOPI guidelines;
- directly represent or organize the regular representation of COOPI in the food security clusters of Kalémie, Lubumbashi and associated technical groups;
- active participation (drafting of concept notes and proposals) in the search for funds for the co-financing of the action, with a focus on the US and EU environmental foundations;
- ensure compliance with COOPI and donor procedures in all activities and actions related to the project, operational, administrative, financial or logistical.
Administrative / financial responsibilities
In collaboration with the expatriate project administrator (based in Goma) and assistants, the Project Manager is responsible for:
- plan the expenses to be incurred ;
- check the consistency of expenditure against the project budget;
- regularly monitor the expenditure made and supervise the accounting and management of cash and the project account using COOPI management tools;
- preparing the plane to buy the project.
Logistics / security responsibilities
- supervise and organize the proper preparation of the material resources necessary for the execution of the project;
- ensure the good management of the goods acquired for the project;
- monitor effective compliance with security procedures by all members of the project / base team;
- in conjunction with the Country Coordinator and the logistics coordinator, analyze the security situation of the project intervention area and decide what to implement, if necessary, in relation to safety.
Human resources
- recruit the staff of the project;
- manage the staff assigned to the project, following the work plans of each staff, and developing a team spirit;
- organize and host the meetings Weekly coordination on both project sites and trace back the minute the coordination countries;
- carry out periodic staff appraisals and refer them to the country coordination.
Candidate Profile
Specific training / experiences
- Advanced university degree in Agronomy (tropical);
- Experience in the field of food security, rural development with a good understanding of conservation programs for wild species and protected areas;
- Already aware of environmental issues (loss of biodiversity in particular);
- At least 5 years experience in the operations of rural development and the management of projects ;
- Experience working in Africa and / or DRC, in post-conflict contexts;
- Excellent negotiation and communication skills;
- Fluency in French , spoken and written;
- Excellent writing skills and knowledge of the Office package;
- Interest and motivation to work in an NGO while respecting its values and principles.

- Excellent organizational capacity;
