Action Contre la Faim has been working in the DRC since 1997 with programs in nutrition-health, food security and livelihoods, and WASH. ACF implements emergency and development intervention programs to reduce morbidity and mortality due to malnutrition. Multisectoral approaches integrating nutrition and WASH in accordance with the national strategy are implemented in 6 provinces.

One of ACF's main areas of expertise in DRC is rapid response to nutritional crises, operational since 2008 with financial support from donors such as UNICEF, ECHO and DFID. Through several years of deploying its emergency pool through DFID-funded PUNC and ECHO-funded RRCN, ACF has gained extensive experience in rapid deployments (within 3 weeks of confirmation of the crisis) and effective surveillance and life-saving treatments in emergency situations. Since 2008, more than 100 nutritional surveys and more than 60,000 children suffering from malnutrition have been treated by ACF emergency response teams.

Over the past four years, ACF has carried out more than 35 rapid response interventions across the country, including the provinces of Kasai Central and Oriental, Sankuru, Kwilu, Kwangu, Ecuador, Tshikapa, Maniema and Tanganyka.

ACF currently operates in the provinces of North and South Kivu, Kasai and Kasai Central and Ituri. PUNC (Congo Nutrition Emergency Pool) intervention programs are planned following surveys that will trigger interventions as needed throughout the country.

In Kasai province, the operational team is around 40 people for a project funded by the European Union (health-nutrition), and a project funded by USAID (food distribution and agricultural recovery). This project is close to the base of Tshikapa. The coordination of humanitarian activities deployed in Kasai is done from the provincial capital (Tshikapa).

Position and Responsibilities

You ensure the development of new projects and the coordination of ACF's intervention in Kasai province. More specifically, you are in charge of:

  • Coordinate the implementation of ACF's mission strategy in the intervention area
  • Coordinate all the implementation of programs in the intervention area
  • Manage teams in your area of ​​intervention
  • Facilitate relations with the coordination team
  • Represent ACF and ensure relations with partners, clusters, authorities, United Nations agencies and NGOs in its area of ​​intervention
  • Ensure reporting and communication
  • Ensure security management (jointly with the base security manager)
  • Supervise and guarantee the smooth running of the activities of the support functions 

Your Profile

  • Holder of a graduate degree related to the ACF activity sectors, generalist or technical, you have proven experience in program management and in coordination from a base to positions of important responsibility. You have experience managing security in unstable environments. You have solid management skills, especially from a distance, and know how to define and manage objectives and priorities. You are a good communicator and know how to make decisions and know how to unite program and support teams around common issues.
  • You have good program coordination and planning skills and have a perfect command of the project cycle. You are able to manage a continuous control mechanism for operations in order to increase their quality, identify and limit the risks associated with their implementation.
  • You benefit from a good analytical and critical reading ability of financial, logistics, HR and technical information.
  • You are recognized for your organizational skills, adaptation as well as initiative-taking based on a good analytical capacity in a problem-solving process. Experience with ACF would be a plus. You are interested in understanding local cultural particularities.
  • An essential command of written and oral French and a good oral and written level in English, as well as a mastery of the Microsoft pack.

Your Employment Conditions

Contract:

  • 12 months fixed-term contract of use of French law to be filled on 01/12/2020

Compensation and benefits:

  • Monthly gross entry salary of 2450 € to 2800 € gross depending on experience.
  • Per diem and living expenses: approximately € 852 net, paid on site.
  • + 150 € of context allowance. 
  • + 16% of gross monthly salary for retirement insurance reimbursement for non-French people.
  • + Child allowance, limited to 5 children.

Transport and accommodation:

  • Support for travel to and at the workplace.
  • Single room in collective accommodation supported

Medical cover:

  • 100% coverage of medical costs + repatriation insurance.

Leave and RnR:

  • 25 days of paid vacation per year.
  • 20 RTT per year.
  • 215 € paid for the recovery period (on average every 3 months).
  • Collection of transport tickets to the reference recovery area.

Training:

  • Unlimited and free access to the Crossknowledge © certified e-learning platform.
  • Intermission trades workshop once a year.
  • Participation in external training costs according to the relevance of the file.
