In countries with a high degree of displacement, conflict or unrest, issues of housing, land and property are of vital importance. People may be forcibly evicted from their homes. Displaced communities face obstacles in accessing adequate housing during displacement and often struggle to get restitution or compensation for their housing, land and property upon return.
Such disputes are additional sources of stress and insecurity for people in an vulnerable situation. Making sure national authorities, civil societies and other stakeholders can address these issues in a professional and effective manner could help reduce the level of frustration, conflict and human rights abuses.
As a Housing, land and property adviser, you will support the activities of the housing, land and property technical working group and assist the shelter and non-food items cluster. in building and strengthening national stakeholders’ ability to solve such matters in South Sudan and other displacement contexts.
Duties and responsibilities
Improve the overall understanding of the legal frameworks relevant to land and property in first and foremost South Sudan, but other countries could also be relevant
Conduct regular information sessions at least once a month to orient shelter/non-food items cluster partners on housing, land and property due diligence framework/ guidelines
Support shelter/non-food items cluster partners and local authorities on research on housing, land and property-related issues, including technical guidance to partners.
Contribute to the development of technical tools and standard operating procedures for the cluster
Advocate for partners to engage with communities and have communities participate in the implementation and monitoring of housing, land and property services
Conduct in-depth trainings for cluster partners on housing, land and property issues as needed.
Promote partnerships with local institutions to enable the cluster and cluster partners to carry out activities
Qualifications
Education:
Master’s degree in social sciences, disaster management, international relations, conflict management, human rights, law,architecture, engineering or a related field from an accredited academic institution with five years of relevant professional experience.
Experience:
Minimum 5 years international experience in emergency programme implementation focused on housing, land and property (HLP).
Experience in designing and implementing capacity building programmes on housing, land and property issues.
Experience in conducting housing, land and property assessment in emergency settings.

Successful applicants will become members of the NORCAP roster. You will then be contracted for missions at senior level (P3/P4) according to need and specific terms of reference.
Duty station: South Sudan and other countries
Duration: 6-12 months, with possibility of extension
Salary: According to the NORCAP salary scale and depending on the complexity of the mission and level of responsibility within the role.
Allowances: Allowances (such as hardship allowance) may be paid in addition to salary depending on the duty station
Housing: will be reimbursed up to a maximum according to the country context
