The International Union for Conservation of Nature (IUCN) is a union of Members made up of governments and civil society organizations. It offers public, private and non-governmental organizations the knowledge and tools necessary for human progress, economic development and nature conservation to be achieved in harmony. Founded in 1948, IUCN has grown over the years to become the largest and most diverse environmental network in the world. It counts with the experience, resources and weight of its 1,300 Member organizations and the skills of more than 13,000 experts. It is today an authority at international level on the state of nature and natural resources in the world and on the measures to preserve them.
IUCN and its partners, with the support of the Swedish Agency for International Development (Asdi), have been engaged for more than a decade in the establishment and improvement of the effectiveness of governance environment in West Africa, this in response to the challenges and concerns of the countries of the region and within the framework of regional integration institutions. This is how IUCN and Sida agreed in 2017 on the formulation of the “Regional Partnership on Water and the Environment” project, to scale up and extend interventions in the area of environmental governance to transboundary basins of central and west Africa with a focus on the Chad basin, the Volta, Lake Chad and the Fouta Djallon Massif.
The PREE project, which has been operational since the beginning of March 2020, has the specific objective of implementing integrated water resources management and the resilience of communities and ecosystems in order to prevent and manage conflicts of use of natural resources. It is designed for an initial duration of two years, but if the implementation is satisfactory this duration would increase to 4 years.
In order to ensure the implementation of this funding agreement with Sida, IUCN is recruiting a project manager who will be able to contribute with his team, through an effective national and local partnership, to strengthen the resilience of natural ecosystems and local communities in the Chari and Logone sub-basins.
Position Description
General responsibilities
The project leader will be placed under the direct supervision of the PREE Coordinator based in Ouagadougou. He / she will be responsible on the one hand for the technical and administrative implementation of the project and on the other hand to enhance the achievements of the project and ensure consistency with related initiatives. Under the direct supervision of the PREE Coordinator, the Project Manager is primarily responsible for the Project in Chad, on the programmatic and technical levels.
Specific Responsibilities
Project planning and implementation
- Supervise and coordinate the development and implementation of all project activities in the project region according to the annual work plans;
- Work closely with local officials from the IUCN parent ministry;
- Work closely with other administrations and those responsible for other projects in development in the intervention area;
- Maintain good relations with the administrative authorities and the actors who can influence the results of the project in order to ensure the success of its implementation;
- Ensure regular contact with other conservation partners in the region and, if possible, ensure the development of joint activities.
- Ensure the regular exchange of information with the coordination of the PREE in Ouagadougou (Burkina Faso) and the IUCN Cameroon Program in charge of the implementation of the BRIDGE 4 project;
- Develop an appropriate mechanism for involving populations in project activities;
- Prepare TORs and coordinate the work of national consultants;
- Ensure local representation of IUCN and the development of strategic partnerships;
- Implement the recommendations of the Steering Committee;
- Contribute to and participate in the activities developed by the national and cross-border platforms set up by the BRIDGE 3 project in order to build governance, conservation and sustainable management of natural resources in the Chari and Logone sub-basins.
Project management
- Plan quarterly and annual activities and the related budget in collaboration with other partners and ensure its implementation;
- Ensure the technical and financial preparation of project reports on time and coordinate internal monitoring and evaluation of project performance and project support staff;
- Work in close collaboration with the other persons responsible for the regional coordination of the project;
- Ensure the technical and financial implementation of the project, under the supervision of the PREE Coordinator;
- Work in close collaboration with the competent services of the Lake Chad Basin Commission (LCBC) for development initiatives in the two sub-basins of Chari and Logone, among others.
Required Qualifications and Skills
- Hold a graduate diploma (bac + 5 at least) in one of the fields of environment and rural development;
- Have at least 5 years of experience in the field of sustainable management of natural resources, particularly in the field of environmental governance;
- Have an excellent knowledge of the environmental, political, economic and social context of environmental management in the Chad basin;
- Have proven experience in technical, administrative and financial management;
- Have proven experience in project development and management, as well as in fundraising;
- Have an excellent level of spoken and written language in French and good practice of English;
- Have a usual practice of office computer and electronic communication tools and software.
Other criteria
- Demonstrated experience of working in multidisciplinary networks
- Knowledge of at least one of the local languages would be an asset;
- Communication and multidisciplinary and multilingual team skills;
- A great capacity for organization, synthesis and writing reports
