Danish Red Cross (DRC) is looking for a migration programme delegate to support Mali Red Cross in developing a migration response project assisted by the DRC Country Manager, the Regional Migration Coordinator and DRC HQ migration advisor. The application is subject to approval of extra funding.
DRC has been working in close partnership with Mali Red Cross since the nineties focusing on environmental programmes in Central Mali. Focus has for many years been on resilience, DRR, climate change adaptation, livelihood and WASH but today an important portfolio in migration, psychosocial/protection and humanitarian assistance together with general institutional and capacity development of Mali Red Cross at Headquarter and at Branch level in the mid-northern regions is also taking place.
DRC is closely coordinating its support with IFRC, ICRC and other Movement partners. In collaboration with ICRC an enhanced capacity building effort in the Central-Northern regions focusing on Mopti-Gao is being put in place.
The EUTF migration project will be part of a regional project involving Red Cross Societies in the Sahel, IFRC and several Red Cross Red-Crescent Partners as well as non-Movement partners. Support will focus on the migration routes through the Sahel and in the context of Mali activities will start up in Tombouctou, Kidal and Kaye Region but can be expanded according to needs to also include Mopti and Tombouctou.
Responsibilities of the EUTF migration programme delegate
- Assume field project management within Migration in agreement with Country Manager.
- Assure that implementation is timely and in line with agreed deadlines as formulated in project document and in donor contracts.
- Supervise project activities regularly and report to Country Manager in case of lack of compliance and delays.
- Contribute to drafting the ToR for consultancies, reviews or evaluations in collaboration with Country Manager & Regional Migration Coordinator.
- Ensure - in collaboration with MRC - that procurement processes are in line with SOP's and best practices
- Responsible for elaborating project progress and annual reports in line with good and agreed project procedures and according to donor formats. Assume and guarantee reporting quality.
- Provide relevant reports or documentation as demanded by Country Manager and for the promotion of good practice
- Follow-up on the field reporting done by local staff
- Ensure that activities and budget provision are in line and reflects implementation/action plans
- Develop quarterly proposals for realistic fund requests together with local counterparts for approval by Country Manager
- Contribute and facilitate audit requirements at field level in line with relevant requests
Profile
The ideal candidate speaks, writes and reads fluently French and holds a relevant Degree in Migration, Social Science, Livelihood, Development Studies, Project Management or other.
Experience
- 3 years of relevant international and technical experience in project management preferably in the context of migration.
- Field experience in coordination, coaching, training, formulation, design and planning of development projects.
- Experience working for a humanitarian aid organization
- Red Cross and Red Crescent Movement experience an advantage.
- Experience in capacity building of local partners preferred.
- Ability to work within a partnership set up where decisions need consensus.
- Experience in the Sahel/West Africa context is an advantage
Technical skills
- Strong technical knowledge within management, migration or any other humanitarian intervention context including volunteer management.
- Strong technical knowledge within one, or several areas within International Development/Humanitarian work preferably linked to migration.
- Good understanding of organizational development, particularly in the context of Red Cross Red Crescent National Societies and branches, would be an advantage.
- Knowledge on certain areas within Psychosocial support, livelihood or resilience initiatives.
- Knowledge or capacity to develop contacts to training and learning institutions and achieve
- local communities’ engagement in resolving youth inclusion challenges.
- Knowledge in project cycle and financial management.
- Good communications skills, networking and facilitation skills

- Must be able to work independently and in a small team. Team player skills are essential.
- Capacity to live and work at field level.
- Confidence in situations of stress, and able to initiate new activities and handle a heavy workload.
- Good cultural understanding and the ability to build the confidence and cope with challenging cultural working environment are essential.
- Strong interpersonal and coordination skills.
Other
- Excellent verbal and written skills in French and English are a must.
- Full proficiency in Microsoft Office package
- Valid international driving license.
Employment Conditions
The delegate will report to DRC Country Manager and provide updates to the regional coordinator.
The duty station is Bamako with frequent visits to the field Tombouctou, Kidal and Kaye Region. The starting date of the assignment is March 1st or as soon as possible. The position is a family position. The length of the contract will be 2 years. The contract will be administered in accordance with the DRC Terms and Conditions for Delegates. The monthly salary including allowances and pension according to DRC rules within the range of DKK 40,000 - 42,000 depending on experience and qualifications.
