The Norwegian Refugee Council is an independent humanitarian organisation helping people forced to flee. They work in crises across more than 30 countries, where they help save lives and rebuild futures.

The western Sahel Countries are experiencing an unpreceded escalation of violence, causing significant displacement of civilians and increasing pressures on already scarce resources and on host communities. To contribute to the humanitarian response, NRC is currently establishing an operation in Burkina Faso and Niger aimed at addressing humanitarian needs and ensuring protection to the conflict-affected population, including IDPs, returnees, host communities and local communities in the most vulnerable, hard to reach areas.

The purpose of the Shelter and WASH Specialist position is to lead the strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH programme. The Specialist is responsible for supporting the Shelter & WASH project implementation at field level. The position holder will be expected to travel within the Burkina Faso/Niger Country Response.

Duties and responsibilities:

  • Develop Shelter and WASH strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within Wash & Shelter, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from Shelter and WASH implementation, and incorporate them in Shelter and WASH and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency response, where appropriate
  • Contribute to the institutionalization of cash-based interventions and market-based programmes through capacity building, guidance and SOP development and inter-departmental engagement
  • Contribute to developing context analyses and outline strategic directions for an emergency focused WASH and Shelter/NFI programme in Burkina Faso and a medium/longer-term WASH and/or Shelter/NFI (post RRM) programme in Niger
  • Support the development and implementation of needs assessments to identify areas of interventions and foster an evidence-based response
  • Ensure the adoption of appropriate Shelter and WASH designs and technologies, considering cost effectiveness, cultural awareness, and protection of the environment
  • Initiate Shelter/NFIs and WASH emergency response, with a strong protection lens and ensuring maximum beneficiary engagement
  • Support the development of a Rapid Response Mechanism, if relevant, in relation to the Shelter/NFI and/or WASH components
  • Strengthen synergies with other Core Competencies, particularly with Education, Livelihoods and Food Security and, if present, ICLA (information Counselling Legal Assistance).
  • Contribute to an integrated programme approach.
  • Ensure a constructive co-operation and exchange with other NRC programmes in the Central & West Africa region and the regional office
  • Undertake and document quality control and follow up

Qualifications:

  • Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context;
  • Experience from working in complex and volatile contexts;
  • Expertise in Shelter programming;
  • Expertise in WASH programming;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Humanitarian coordination experience
  • Strong interpersonal skills
  • Documented results related to the position’s responsibilities
  • Fluency in English and French, both written and verbal
  • This position requires 50% travel in field offices, where security condition is volatile and quite high, (Central North and Sahel region in Burkina – Tillaberi, Maradi in Niger), our ideal candidate should be able to travel in those areas

Context/specific skills, knowledge and experience:

  • Knowledge of Burkina Faso, Niger and the regional Sahel conflict dynamic
  • Experience of programming in the region;
  • Experience of programme scale-up and scale-down;
  • Preferred experience of leading inter-agency coordination and collaboration;
  • Preferred experience of working in matrix management structure;
  • Experience of collaborative working with remotely based colleagues.

  • Duty station: Ouagadougou, Burkina Faso
  • Travel: Up to 50 % in Burkina Faso and Niger area offices and field sites
  • Duration: 6 months - with possible extension
  • Salary/benefit: According to NRC's salary scale and terms and conditions
  • Grade 9
