For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Communications and visibility are among the core support activities of the FAO Representation of the Philippines. The Project Communications Specialist will play a key role in increasing awareness about the impact of FAO’s work in the country, strengthening overall branding and visibility and supporting resource mobilization, among others.
Reporting Lines
The Project Communications Specialist will be under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Project Coordinator, and in close coordination with the Assistant FAO Representative (Programme), Project Team and the National Communications Specialist.
Technical Focus
The work of FAO in the Philippines is guided by its Country Programming Framework (CPF). This supports the government in addressing challenges in improving food security and nutrition, enhancing agricultural production and productivity, sustainable management of natural resources and improving agricultural adaptation from Climate Change and Disaster Risks.
The Project Communications Specialist will be in charge of all communications, visibility, advocacy and outreach activities of FAO in Mindanao.
Tasks and responsibilities
The Project Communications Specialist shall perform the following responsibilities:
- Prepare and implement project communications plan in support of the various activities, as aligned with the overall communications strategy of the country office;
- Lead in the preparation of priority communication materials based on the communications plan, and other communication materials as required by the project and other initiatives in relation to FAO’s work in Mindanao, as aligned to the overall communications strategy of the country office;
- Provide technical assistance in the development and dissemination of project communication materials, e.g., project briefs, brochures, etc;
- Prepare exhibit and communications materials and other promotional collaterals related to the project;
- Prepare press releases on key project activities in close coordination with the FAO National Communication Specialist and relevant stakeholders, including ministries in the Bangsamoro Autonomous Region in Muslim Mindanao;
- Provide regular updates and relevant contributions in relation to communications and visibility work in Mindanao to the FAO National Communications Specialist;
- Establish and maintain network with relevant media counterparts to support in enhancing the communications and visibility of FAO work in Mindanao;
- Assist in the preparation of project reports, including the Project Progress Report (PPR), inter-agency communication, and presentation materials as required
- The incumbent shall ensure coherence with FAO’s corporate communication policy and operational guidelines for all communication and information outputs.
- Carry out other relevant duties within his/her technical competence as requested by FAO Representative.
Minimum Requirements
- The candidate must have a must have a degree in journalism, mass communications, development communications or relevant social sciences.
- At least 5 years of communications and staff engagement within a high profile global organization, involving the use of new and traditional media is required for this post
- Excellent written and oral communication skills in English and Tagalog
- A national of Philippines

Technical/Functional Skills
- Outstanding English communication skills, both verbal and written, with a proven ability to distil complex information and materials into digestible and inspiring messages
- Proficiency in Microsoft Office and operational knowledge of Adobe programmes such as Premiere Pro, Photoshop, Illustrator and InDesign
- Knowledge of HTML and experience with Typo 3 would be an advantage
- Experience in producing a large volume of communication products, including but not limited to newsletters, web and social media content, etc.
- Experience working with various media outlets in the Philippines and the Asia-Pacific region, as well as social media
- Experience in organizing events and high-level meetings and receptions
- Excellent organizational skills and ability to manage a large workload to achieve set objectives under tight deadlines
- Strong project management skills, including keen attention to detail and ability to follow tasks and ideas through to completion
- A high degree of flexibility and adaptability in order to respond to changing needs in an evolving and complex humanitarian and development context and within multidisciplinary teams
- Competent in establishing and maintaining strong relationships with stakeholders
- Proactive and solutions-oriented approach to work and the ability to identify and implement effective processes for achieving outcomes
- Strong interpersonal skills and ability to work with a team and with people from diverse backgrounds
- Strong understanding of United Nations and FAO’s work
- Experience working for a development and/or humanitarian organization
