The WaSH Coordinator will be responsible for the design and follow up of the WaSH Country Strategy, following the Nutrition Security Framework and overall mission strategy. Furthermore, supports with technical advice the assessment, implementation, monitoring, and reporting of current and future Action Against Hunger WaSH programs in Lebanon, as well as liaising with external stakeholders (Partners, Donors, and local authorities) and representing Action Against Hunger in the country. He/She will ensure the technical relevance of WaSH interventions according to Action Against Hunger and Country priorities, upon agreement with the Country Director. 

POSITION SPECIFIC OBJECTIVES AND TASKS

Objective 1 : Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission (30%)

Understanding and analyzing the Water and Sanitation sector in Lebanon and define priorities of intervention according to the Countries’ strategic priorities, the humanitarian community sector guidance and Action Against Hunger principles of action, while representing the organization in the country.

Tasks

  • Collect and analyze primary and secondary data from different sources related to the WaSH sector in Lebanon, especially focusing in the South Lebanon and Bekaa
  • Identify the needs of the most vulnerable populations and the design and implementation of relevant needs assessments
  • Propose cost-effective and high-impact responses to identified needs
  • Proactive participation in the implementation and revision of Action Against Hunger’s Lebanon WaSH strategy
  • Design and develop WaSH projects in coordination with other technical departments if required, administration and logistics departments
  • Ensure the technical relevance of Action Against Hunger projects, by providing expertise, assertive and efficient inputs to each program
  • Work closely with the other technical coordinators (nutrition/protection/FSL) looking for synergies with the objective of multi-sectorial approaches
  • Analyse the appropriateness, adequacy and potential impact of all interventions based on known contexts and needs

Objective 2: Technical advisor role to  ensure quality and equity control, follow up and monitoring  (20%)

Tasks

  • Ensure quality, pertinence, innovation, efficiency, effectiveness and multisectorial of the WaSH programs and interventions
  • Participate in the development of technical and innovation tools related to WaSH projects (Monitoring tools, Technical requirements, ToRs for consultants and evaluators, ad hoc reports, capitalization reports) in direct relation with Programme Manager, Country Director, MEAL Coordinator and Head of Base
  • Support through technical advice the project implementation, follow-up and monitoring and conduct internal evaluations of project quality
  • Participate in workshops and ad hoc meetings related to WaSH areas of intervention and provide minutes of meetings
  • Review, update and edit technical documents produced by the WaSH team
  • Promotes the Implementation, in the framework of his projects, the mission’s WASH strategy taking into account the key internal and external documents: ACF charter, 2015 strategic framework, policies (WASH and other ACF sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues
  • Suggest, support and develop evaluations and reports linked with the ongoing projects to be shared with supervisory staff
  • Support in define program implementation modalities and methodologies, from emergency relief to long term actions  technical specifications, identification of partners, liaising with external service providers, work plans, .)

Objective 3: WaSH team support and capacity building (20%)

Tasks

  • Participate in the recruitment and assess the capacity of the team, suggest and conduct trainings, and propose new recruitments whenever required
  • Support to the team through coordination meetings and capacity building initiatives
  • Identify the WaSH team training needs and propose training plans to the staff and HR

Objective 4: External Coordination and representation (30%)

Tasks

  • Initiate and represent Action Against Hunger in relevant external coordination meetings (Technical Working Groups, Donors Meetings, national and local authorities, and WaSH partners)
  • Ensure effective communication with stakeholders involved in WaSH (data sharing and brainstorming) and with local authorities involved in project definition and/or implementation
  • Analyse and suggest effective operational partnerships and oversight on the quality of implementation and monitoring of programmes

Objective 5: Security

Tasks

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 6: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

KNOWLEDGE AND EXPERIENCE REQUIRED:

  • Training/ Education:  Bachelor’s and/or Master’s Degree in Hydrology, Civil Engineer, or WaSH related areas
  • Technical specific knowledge: Expertise in Water, Waste-Water, Hygiene, and Engineering. Environment (Solis Waste Management)
  • Previous experience: At least 5 years of experience in the WaSH sector, and experience in the Humanitarian Sector
  • Humanitarian sector knowledge: At least 3 years of experience in the Humanitarian Sector and in External coordination and representation
  • Action Against the Hunger knowledge: Will be an asset
  • Languages: Reading, writing and speaking English compulsory; Arabic, Spanish and French recommended
  • IT and specific systems: Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS, Autocad, WAterCad and ODK an asset
  • Mobility (national/ international): Constant movements to the bases, occasional trips abroad
