South Sudan: Health and Livelihoods Delegate

The Netherlands Red Cross Society was founded in 1867 in the Netherlands. It is among the Red Cross and Red Crescent Societies which is the mother organization.

Background

On July 9th 2011, following the independence of South Sudan, the structures of the Sudan Red Crescent in South Sudan was transformed into the South Sudan Red Cross (SSRC). As a Society, SSRC is still relatively young and the major challenges of operating within SSRC are related to the very limited organizational capacities and structures that exist. This is exacerbated by the unstable context in which the Society operates. Young people are potentially a tremendous force for change in conflict-affected countries, both positively and negatively. Although there are no official data on unemployment rate in South Sudan it is estimated that more than 60% of the young people 15- 24 years (UNESCO 2014, TVET Policy Review South Sudan) have not acquired basic skills and education.

NLRC has been supporting in building the capacity of SSRC staff, volunteers and projects mainly regarding health activities, response preparedness, Organisational Development projects, SGBV and a youth and livelihoods project financed by 3FM. From January 2019 NLRC will support the SSRC Ministry of Labour, Ministry of Education and Ministry of Agriculture with the implementation a follow-up youth project with stronger emphasis on girls and women targeting vulnerable male and female youth for a better socioeconomic integration via vocational trainings, business skills, income generation, psychosocial support, SGBV, SRH and other social challenges .

Purpose of the position

The health and livelihoods delegate is responsible for providing technical and programme support to SSRC in design, planning and monitoring of the NLRC supported projects to ensure effective and efficient implementation as well as narrative and financial reporting. Accordingly, this position will aim to seek to maximize integration with sectoral interventions including life skills, psychosocial support, gender diversity, food security and livelihoods so as to increase beneficiary well-being in chronic emergency for the most vulnerable youth in South Sudan. The delegate works in collaboration with a wide range of stakeholders to influence investment, policy and practice for delivery of high-quality interventions in youth empowerment, livelihoods, food security, gender/diversity and employment and life skills.

Position in the Organization

The health and livelihoods delegate will be based in Juba, South Sudan and reports to the NLRC Country Representative in South Sudan. The delegate will receive technical support and guidance from NLRC HQ advisors on SGBV, health, food/economic security and strategic resilience, PMER, livelihoods, as well as operational guidance from the Desk at NLRC HQ. Security remains a concern in South Sudan hence the health and livelihoods delegate, like other staff, will be under the ICRC security management.

Summary statement and responsibilities

Program Design & Development

  • Contribute to the continuous implementation of the Enhancing Economic and Social Empowerment of Youth affected by Conflict in South Sudan project, adapting to emerging need, development and revision of quarterly adjusted action plans and budgets, and development of concept notes for innovative project outputs and make them measurable together with PMER;
  • Proactively conduct situation and risk analysis, and prepare contingency plans given the fluid security situation in South Sudan;
  • Identify funding and cooperation opportunities and develop project proposals accordingly.

Project Management & Implementation

  • Responsible for overall project management, in close collaboration with advisors, PME, finance, logistics and the Desk, including budget management (as NLRC budget-holder), adequate and timely quality narrative and financial reporting according to NLRC standards, and undertaking midterm and end of project evaluations;
  • Ensure that the goals, objectives and work plan are met in collaboration with the Desk and relevant Advisors;
  • Provide appropriate mentorship, capacity building and technical support to SSRC counterparts and volunteers including in assessment and identification of needs, priorities, objectives, outputs and core components and activities;
  • In collaboration with SGBV, livelihoods and psychosocial support staff conduct needs and capacity assessments in target areas and identify new program opportunities and support;
  • Strengthen quality health, livelihoods and food security programming;
  • Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing trends, patterns and changing needs and consequently advise on appropriate strategies.

Financial Management

  • Assume responsibility as budget holder for NLRC supported Health, Food Security and Livelihoods project; monitoring of expenditure, checking and signing of vouchers, compilation of budgets and submitting financial reports, budget revisions and amendments and seeking formal approval from NLRC HQ.

Representation & Coordination

  • Identify and engage with other local key players (local NGOs/private/governmental organizations) and other RC/RC Movement partners relevant to the project;
  • Promote humanitarian principles and key cross-cutting issues such as gender equality, environmental awareness and disaster risk reduction;
  • Represent NLRC/SSRC in the health sub-cluster, food security sub cluster and other relevant coordination mechanisms;
  • Maintain relations with food security and livelihoods, PSS and health sector actor in South Sudan;
  • Develop and maintain strong working relationship and coordination with South Sudan line government ministries, relevant international and local NGOs/agencies, participate in the technical and vocational education and training working group (TVET);

Requirements/Qualifications

  • Master’s Degree in either Public Health, Social Science, Health Systems Management, Micro-economics, Agriculture, Natural Resource Management or Sociology;
  • A minimum of 5 years’ experience as a project/programme manager in a humanitarian/recovery context and in the field;
  • Minimum 5 years’ experience in implementing health youth empowerment, SGBV, food security and livelihoods projects;
  • Sound working experience of disaster risk reduction, gender and diversity, peace building, participatory planning, social engagement;
  • Practical experience and understanding of the relevant technical competencies required in food security and livelihoods related issues;
  • Proven ability to analyse socio-economic context and monitor change to translate into appropriate planning, decision making and lesson learning;
  • Experience working for the Red Cross/Red Crescent is an advantage;
  • Strong knowledge of finance, accounting, budgeting, and cost control procedures;
  • Excellent communication skills with strong interpersonal and coaching skills;
  • Fluency in written and spoken English.
