The Somali Urban Investment Planning Project (SUIPP) financed by the World Bank managed Somali Multi-Partner Fund (MPF) is supporting the preparation of feasibility studies and detailed engineering designs for urban roads in two cities of Somalia (Kismayo and Baidoa). The project is currently under preparation for carrying out feasibility studies and detailed engineering designs for 30km of urban roads in Kismayo (8 roads) and 20km of urban roads in Baidoa (8 roads). The detailed engineering design output will lead to a follow-on investment project on the implementation of road rehabilitation works.

The planned project deliverables include the development of safeguard documents namely, the Environmental and Social Management Framework (ESMF) and the Resettlement Policy Framework (RPF) to ensure successful implementation of project activities in Kismayo and Baidoa.

The ESMF is to provide an initial general understanding of the environmental and social impacts of the planned investments and propose preliminary, generic measures to mitigate these impacts in line with international good practice norms. The ESMF will provide the basis for the detailed Environmental and Social Impact Assessments and Management plans that will thereafter be prepared. The ESMF will cover;

  • Guidance on assessment of subprojects including tools for screening, designation of categories and procedures for clearing and approval of environmental categories
  • Review of the context of the national environmental assessment and procedures and those required by the World Bank and develop specific environmental and social procedures for the project activities
  • A description of common environmental impacts/issues associated with the project
  • Scope and social relevance of social impacts of sub projects including description of both potential project-related benefits as well as potential adverse impacts. 
  • Guidance on the potential social impacts within the broader national context in Somalia as well as local context of Baidoa and Kismayo related to land tenure, population displacement, rapid urbanization, conflict, community dispute resolution and other relevant factors.
  • Description of institutional arrangements and responsibilities and the capacity of the planned ‘Project Implementation Unit’ and relevant institutions as well as the risks and recommendations on how to address them.
  • Guidance on future consultation process and project specific information disclosure and document in the ESMF of the consultation process conducted, summary of key concerns and agreements, methods/means of consultation. ESMF should also identify the potential stakeholders and the process for stakeholder engagement.
  • Lay out the grievance mechanisms regarding environmental/social issues and principles for ensuring access to grievance mechanisms including formal grievance redress mechanisms.
  • Assessment of existing monitoring and evaluation mechanism of the implementing agency. Identify on the implementing agency’s capacity to monitor the implementation of the environmental management plan and resources and budget required to meet the monitoring and evaluation requirements.

The RPF to give guidance in the following key areas for the development of project specific instruments.

  • Resettlement and compensation principles and implementation arrangements for the Somalia Urban Resilience Project components and subprojects;
  • Legal and institutional framework underlying Somali approaches for resettlement, compensation and rehabilitation;
  • Gap analysis and gap filling measures that will apply to this RPF to ensure compliance with both sets of laws/Policies;
  • Eligibility criteria for identification of compensation recipients and entitlements and organizational procedures for delivery of entitlements;
  • Methods for valuing of affected assets, and procedures for filing grievances and resolving disputes;
  • Consultation procedures and participatory approaches involving compensation recipients and other key stakeholders;
  • Implementation process linking resettlement implementation to civil works;
  • Arrangements for monitoring and reporting by implementing body.

 Functional Responsibilities

Under the overall supervision of the Project Manager, the Environmental / Resettlement Specialist will be responsible for (but not limited to) the following substantive tasks covering both project locations Kismayo and Baidoa, and will work closely with the project staff working in feasibility studies and detailed designs phase.

  • Start-up meeting with the World Bank, project team and the relevant Government institutions in Somalia to confirm scope of the assignment / deliverables, project details, data requirements / availability and develop the plan for the tasks delivery;
  • A baseline survey of environmental and social information, data and issues that would help to identify environmental and social constraints, as well as areas of potential enhancement of project outcomes, and provide environmental and social information, criteria and constraining factors for the subsequent design process;
  • Review of the national institutional framework underlying Somali approaches to the environmental and social impact management and those required by the World Bank and develop project specific approaches to safeguard the environmental and social interests of the project.
  • The development of an environmental and social management framework, which would constitute a generic tool for managing social and environmental risks related to proposed road works, regardless of funding source for use by entities such as local governments;
  • The development of a resettlement policy framework which would constitute a generic tool for managing any resettlement or compensation issues that may arise related to the proposed road works.
  • Organize and participate in in-country consultations at various levels including engagement with stakeholders to validate findings and observations of the assessments, as well as attendance to public hearings in various locations within Kismayo and Baidoa as appropriate.
  • Prepare two separate reports on Environmental and Social Management Framework (ESMF) for Kismayo and Baidoa, and two separate reports on Resettlement Policy Framework (RPF) for Kismayo and Bioda as per the reporting table of content provided by the World Bank and present to the World Bank.

Willingness to travel to project areas in Somalia for field work and consultation is essential.

The consultants time required on the project is estimated as below.

Month 1 - Four weeks in country with stakeholder meetings, site visits, initial information gathering, organising data collections, assessment plan development and agree on the report delivery schedule

Month 2 & Month 3 - Two week in country (if required) and thereafter 50% time (home based) on remote monitoring of field data collection, data analysis and report preparation

Final Month  - Two weeks in country for the presentation of the final report

Expected Deliverables:

  • Work plan for the Project Manager’s approval and for organising resources, within 2 weeks of the engagement commencement.
  • Two separate reports (draft) on Environmental and Social Management Framework (ESMF) for Kismayo and Baidoa, and two separate reports (draft) on Resettlement Policy Framework (RPF) for Kismayo and Baidoa to the agreed quality standard by end of 3 months of the engagement commencement.

Final reports on Environmental and Social Management Framework (ESMF) for Kismayo and Baidoa (2 separate reports), and final reports on Resettlement Policy Framework (RPF) for Kismayo and Baidoa (2 separate reports) to the agreed quality standard by end of 4 months of the engagement commencement.

 Education

Master's Degree in Environmental Management, Environmental Engineering, Sociology or a related discipline is required.

 OR

Bachelor Degree in Environmental Management, Environmental Engineering, Sociology or a related discipline with additional two years of relevant experience.                                                     

 Experience

  • Minimum of 5 years experience in areas of environmental and social impact assessment, and resettlement policy or management plan developments, or related fields is required.
  • Skills in report writing are essential.
  • Experience in undertaking environmental, social and resettlement assessment of at least for one highway, railway or urban road improvement or new construction project of comparable magnitude is desirable.
  • Experience in preparation of Environmental and Social Management Framework (ESMF) & the Resettlement Policy Framework (RPF) based on World Bank’s requirements is desirable. 
  • Previous experience in Africa and/or in a developing country and/or post conflict context is desirable.  

 Languages

Fluency in written and oral English is required.
