USAID's Bureau for Africa requires a qualified and experienced Climate Change Analyst to support assistance programs in sub-Saharan Africa.  Employment is contingent upon being able to obtain a security clearance.

The climate change analyst will work closely with the Senior Climate Change Advisor and serve as a member of the Environment Team of the Economic Growth, Environment, and Agriculture (EGEA) Division within the Bureau of Africa’s Office of Sustainable Development.  Among its technical implementation responsibilities, AFR/SD is tasked with providing technical support to USAID/Africa missions and USAID/Washington on natural resource management issues, including global climate change, and ensuring that the Africa Bureau complies with the Agency’s environmental regulations.  EGEA works to achieve these objectives in collaboration with a wide range of partners across Washington and in the field, in other USAID bureaus, and in other U.S. Government agencies.

Responsibilities

The climate change analyst will provide research and analysis as well as technical, program planning, and design support to AFR/SD/EGEA on climate change.  Specific duties include:

  • Conduct research and provide analysis on specific climate change issues as they relate to Africa on topics such as carbon sequestration in forests, mangroves, and other African landscapes; sustainable charcoal value chains and other sustainable forest products; and uptake of climate-smart agriculture techniques;
  • Provide technical support and advice to USAID field missions in sub-Saharan Africa and to USAID/Washington on the strategic planning, development, implementation, evaluation, and reporting of natural resource management activities, particularly those that contribute to the sustainable landscapes earmark;
  • Help missions transition to support new Administration priorities in their environment programming, related to security and governance issues, increased partnerships – including opportunities for U.S. businesses, and helping countries transition to greater self-reliance;
  • Identify, promote, and conduct training programs to increase technical competence of host country and USAID staff concerning climate change issues and associated natural resource management activities;
  • Forge strong, institutional linkages between AFR and other relevant USAID Bureaus, U.S. Government institutions, and development partners;
  • Serve as backstop to the Senior Climate Change Advisor and other members of the AFR/SD/EGEA team, helping to support all of the Africa Bureau’s environment, economic growth, and agriculture activities and responsibilities as necessary; and
  • Contribute to a virtual team of Regional and Mission Climate Integration Leads (CILs) and other USAID staff across sub-Saharan Africa who implement the climate risk management requirements of USAID’s ADS.

Qualifications

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE

  • Advanced degree (MS required; PhD or equivalent preferred) in agricultural/environmental science or related field.
  • Demonstrated communication and interpersonal skills suitable to a position which will require extensive interaction with a wide variety of collaborators.
  • Knowledge and work experience in technical, scientific, and policy issues related to environmental issues of interest to USAID activities in sub-Saharan Africa, particularly climate change but also land and water resource management, food security, water supply and sanitation, biodiversity conservation, deforestation, and environmental impact assessment.
  • Effective writing and organizational skills to prepare guidance for specialists and non-specialists and to complete program status reports, analyses and presentations. Ability to write succinctly and to produce documents quickly.
  • Demonstrable familiarity with sub Saharan African countries, particularly in the area of environmental issues.
  • Able/willing to travel to sub-Saharan destinations.
