The Nouabalé-Ndoki National Park provides integral protection to wildlife through a collaborative management program between the Wildlife Conservation Society (WCS) and the Congolese Ministry in charge of Forests and Water. The NNNP is a rare example of an intact forest wilderness, completely uninhabited by human settlers and with extremely low human population densities in the surrounding area.

The Wildlife Conservation Society (WCS) is seeking a dynamic and highly motivated logistician for the following vacancy for WCS Republic of Congo/Nouabalé-Ndoki Foundation (FNN).

Position: Head of Logistics Department – WCS/FNN – Congo

Base: PNNN’s headquarters in Bomassa, Republic of Congo.

Position Summary

Supervise projects of Nouabalé-Ndoki Foundation’s Logistics & Infrastructures Department and mentor its staff, while ensuring smooth and professional logistics operations on the ground.

Relationships

The Head of Logistics Department is based in the village of Bomassa (~750hab.), Republic of Congo, where the headquarters of Nouabalé-Ndoki National Park are located. Frequent visits to field sites and secondary bases are expected. The position will report to the Director of the Park’s Management Unit. He/She will work in close collaboration with the Director of Logistics based at the WCS Brazzaville Office, from whom he/she’ll seek technical advises. The Head of the Logistics Department will maintain daily communications and close relationships with his/her homologues in other Departments. The position supervises a team of approximately 30 staff - mainly Congolese nationals - in Bomassa and in secondary bases and field sites.

Responsibilities

  • Directly responsible for staff of the Park’s Logistics Dept. and the first-line technical support for its team leaders (Stores & Supply, Construction, Energy/Water sanitation, Fleet manager, Mechanical workshop, etc.).
  • With the assistance of his/her deputy, supervising daily tasks from the Logistics Dept. staff while ensuring quality work is delivered, amongst which:
    • Construction and maintenance team (electrician, mason, carpenters, etc.)
    • Fleet manager, mechanical workshop manager and drivers
    • Logistics supply and stores assistants

And to a lesser extent:

  • Local porters
  • Kitchen and catering staff
  • Tourism trackers
  • Monitoring tasks and supervising of distant staff in secondary basis (Makao, Kabo, etc.) and logistical hubs (Ouesso).
  • Supporting the Park Director in strategic decision-making on logistics matters.
  • Processing requests from technical departments (Research, Anti-Poaching, Community Development, Aviation, etc.) and support department (Administration & Finances) professionally and in due time.
  • Checking orders to be processed and ensuring accuracy of information.
  • Preparing technical documentation for infrastructure projects.
  • Assist the development of communication systems
  • Developing projects and implementing activities in collaboration with other departments.
  • Assisting the tourism team in the provision of appropriate services to guests.
  • Maintaining good working relationships with external partners (government officials, local suppliers, projects partners, etc.)
  • Conducting regular field visits to ensure harmonization of process and procedures.
  • Ensuring the proper level of training and capacity building is provided to the department’s staff.
  • Participating to the reporting obligations on a monthly, quarterly and annual basis.
  • When requested, covers tasks of other Head of Departments during their absences.
  • Other duties, as assigned by the Park Director.

Qualification Requirements

Experience and qualification

  • Bachelor degree, ideally in humanitarian logistics, or with a technical profile and self-learning ability.
  • Knowledge of the Fundamentals of Logistics
  • Excellent computer and systems skills required with respect to MS Office applications.
  • Demonstrated capacities in the development and implementation of logistics and infrastructures projects.
  • At least five years of experience in similar type of projects in isolated places in Africa.
  • Significant experience in team management required.
  • Ability to work long hours in stressful conditions.
  • Fluency in French language is a must and English is highly desirable.
  • Good communication skills, both written and verbal, and as well as strong analytical skills.
  • Capacity to live in community in a remote area and to integrate socially into a multi-cultural environment.
  • Willingness to contribute to the protection of Congo’s flora and fauna.
