CARE International in Myanmar is a Non-Government Organization representing the CARE International network. CARE has worked in Myanmar since 1995 with the aim to improve the lives of people through the empowerment of women and their communities. This is achieved through CARE’s two programs: Socially Marginalised Populations (SMP) and Vulnerable Rural Women (VRW). Our Activities in Myanmar focus on Gender based violence; Food and livelihood security; DRR; Maternal and sexual reproductive health; Peace-building; Policy and law reform in related areas. CARE provides emergency and humanitarian response in times of crisis. CARE International Myanmar is currently working with around 300 staff currently operating from 8field offices across Myanmar, supported by our main office in Yangon.
PURPOSE:
The Project Officer - Partnership and Stakeholder Relations (PO-PSR) is responsible to support the Senior Advisor – Organisational Development and Stakeholder Relations (SA-ODSR) in the management and engagement of partners and stakeholders for the Generating Rubber Opportunities (GRO) project. The position requires an understanding of stakeholder relations, including Ethnic Armed Organisations (EAOs), partners and its organisational development as well as an understanding of GRO’s Making Market Works for the Poor (M4P) approach. The position will support the SA – ODSR to conduct organisational need analysis, co-design organisational development support interventions and follow up and also document changes.
MAIN RESPONSIBILITIES:SUPPORTS PROJECT PLANNING AND IMPLEMENTATION
- Support the Senior Advisor to conduct organisational mapping relevant to the land and rubber component of the project as required;
- Support the Senior Advisor in conducting organisational need analysis and engagement plan;
- Arrange stakeholder meetings and other engagements in cooperation with the technical teams (Rubber/Land);
- Act as a focal point and facilitator in stakeholder meetings and organisational development workshops/discussions and negotiations for agreement (in coordination with the technical and support teams);
- Report and inform the supervisor on any outstanding issues and seek support and advice whenever necessary;
- Provide monthly budget projections to the supervisor, based on planned activities; and
- Support partners in networking and information sharing between organisations.
CAPACITY STRENGTHENING
- Support the capacity strengthening and evaluation of partners; and
- Provide technical assistance and support to, Senior Advisors, and partner organisations in the development, management or respective partners’organisational development process.
TRAINING AND COORDINATION
- Maintain detailed records of beneficiary training and meeting attendance and associated costs (travel, accommodation, per diem);
- Assist SA-ODSR in capacity building activities for staff and partners and ensure that diversity and inclusiveness of participants is considered, and
- Produce reports on each training or meeting, including training participants and their attendance, costs, training contents, training objectives.
PARTNERSHIP AND NETWORKING
- Participate in relevant education forums, workshops, government meetings, or other events as required;
- Provide ongoing support to partners and other stakeholders;
- Present the project and CARE’s work in Myanmar to partners, communities and other stakeholders to build positive working relationships; and
- Network and liaise with a diverse range of stakeholders.
COMMON ACCOUNTABILITIES FOR CARE MYANMAR STAFF:
- To proactively participate in the Annual Planning and Performance Appraisal (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
- Engage in emergency preparedness, assist in any emergency response as required;
- Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures;
- Demonstrate an ongoing commitment to gender equality, diversity and child protection; and
- Comply with CARE Myanmar’s financial and operational requirements, foster strong communication between operations and program teams and uphold high standards of honesty and integrity in personal conduct.
EXPERIENCE AND QUALIFICATIONS:
- Minimum technical diploma and/or vocational training in a related field and/or minimum 2 years work experience in organisational development, facilitation and stakeholder relationship building;
- Proven experience in writing good reports and maintaining accurate records;
- Demonstrated skills in participatory techniques, good interpersonal skills, planning, training and facilitation skills;
- Demonstrated strong personal commitment to the goal of women’s empowerment;
- A willingness to learn about CARE, gender equality and women’s empowerment activities;
- Proven ability to implement project activities within defined policies and procedures with supervision;
- Minimum good oral and written communication skills in both Myanmar and English Language;
- Minimum good understanding of desktop based programs, including word processing, spreadsheets and database software; and
- A willingness to work within a multidisciplinary team and experience in collaborative approaches to work.
