This position will be responsible for coordinating the Monitoring and Evaluation aspects of Stop Hunger Now’s (SHN) Food Aid Distribution system. This position will be a key focal point for partner engagement, and the planning and coordination of all Food Aid shipments to targeted food insecure countries. The coordinator will be part of a technical review team that will identify and develop new partnerships based on Hunger (Food Insecurity Needs) of challenging food insecure countries.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Core duties and responsibilities include the following. Other duties may be assigned as needed.

  • Build and improve current and new distribution partner relationships to enhance capacity and trust; act as a primary point of contact at Stop Hunger Now for designated food aid distribution partners around the world.
  • Improve all M&E and data collection efforts of all SHN food aid distributions and sustainable development programs.
  • Identify gaps in current SHN M&E data collection and provide recommendations and needed to follow on for improving partner M&E tracking systems.
  • Train partners annually (or as often as needed) on updates to M&E reporting requirements.  
  • Provide assistance/training to new Stop Hunger Now partners on SHN inventory management and M&E practices to ensure timely reporting.
  • Implement systems for collecting food aid and GIK requests from current partners on an annual basis. Set criteria for determining which requests should be fulfilled. Discuss programmatic changes with partners and ensure that the quantity of aid requested is commensurate with the intended activities and outcomes of the food aid program.
  • Implement systems for receiving and reviewing applications from new food distribution partners. Use a scoring rubric to determine which new application should be fulfilled.
  • Coordinate with the Aid Distribution team (and, possibly, other teams) to ensure a fair and documented review of the new applications.
  • Assist with planning the annual shipment schedule in collaboration with Director of Aid Distribution and Evaluation and the Logistics Coordinator to include participating in needed pipeline inventory reviews and coordinating of shipments.
  • Plan and organize all Food Aid M&E site visits in collaboration with in-country M&E monitors, as applicable.
  • Oversee the coordination of a new partner scorecard and rating system to include completing yearly reviews of all Food Aid Partners in Collaboration with the Logistics Coordinator and Aid Distribution team.
  • Collaborate with the international meal packaging team to identify distribution partners for internationally-packaged meals and to develop M&E systems for these meals.
  • Participate in global forums and training on M&E and impact analysis.

Sustainable Development Program Design and Oversight:

  • In coordination with the other M&E Coordinator(s) and the Director of Monitoring and Evaluation and Aid Distribution, identify opportunities for sustainable  community development projects and/or water and sanitation (WASH) programs to advance food security  and hygiene in current partner countries as well as the most food insecure countries.
  • Contribute to the creation of multi-year program plans, including  conducting needs assessments, program designs, setting program targets, timelines, and activity plans.
  • Ensure the execution of grant agreements for sustainable development programs.
  • Outline and enforce reporting requirements for sustainable development programs.
  • Analyze data collected from baseline surveys, mid-term reviews, and final evaluations to assess the effectiveness  and impact of the programs and derive lessons that can improve future SHN programs.

External Relationships

  • Build and improve current and new distribution partner relationships to enhance capacity and trust; act as a primary point of contact at Stop Hunger Now for designated food aid distribution partners and sustainable development program implementation partners around the world.
  • Identify opportunities for complementary sustainable development projects to broaden SHN impact.
  • Identify additional collaboration opportunities to advance food aid distribution, sustainable development program implementation, and crisis response capacity.
  • Coordinate the hiring and work plans for interns and skills-based volunteers contributing to M&E and sustainable development projects.
  • Liaise with universities to conduct research or assessments if opportunities arise.   
  • Participate in external Think Tank Communities of Practice and forums that  enhance the end hunger agenda  and movement for community-led development.

Internal Relationships

  • Liaise with the Gift in Kind (GIK) Director to provide information about partners’ needs and determine which requests are most aligned with SHN’s approach to fighting hunger and providing life-changing aid.  Collect distribution reports and impact reports (recipient testimonies) of GIK distributions to partner organizations.
  • Collaborate with the GIK Director to design and oversee the impact assessment of various types of GIK in a community (i.e. soap, water filters, medicine, etc.).
  • Provide opportunities for SHN staff to participate on M&E site visits to broaden understanding of SHN team’s work overseas.
  • Liaise regularly with the Development team to provide information about program plans and strategize how funders to approach for various types of programs.
  • Collaborate with other members of the Aid Distribution team to field requests from other departments for impact data.
  • Liaise regularly with the Marketing team to provide information about program impact, especially for the annual report and other publications.
  • Present M&E findings to staff and Management to increase awareness of the impact and reach of the food aid, GIK, and sustainable development programs.

EDUCATION/COMPETENCIES REQUIREMENTS

Experience-Education (Required):

A Masters level degree in a relevant field including International development, public health, food policy, applied agricultural economics, nutrition, and/or international development studies. Minimum of 5 years related experience in monitoring & evaluation of food security and aid distribution programs

Competencies-Skills (Required):

  • A robust and diverse set of research skills, including qualitative (interviews, focus groups, and observation) quantitative (descriptive and inferential statistics), action research and participatory methods;
  • Strong analytical skills, with expert knowledge of common statistical software packages (e.g.SPSS, SAS, STATA, EPI Info);
  • Experience in developing monitoring and evaluating frameworks of agricultural value chains in developing countries, with a strong preference for work experience in developing countries;
  • In-depth experience in program design, implementation, and evaluation of development or emergency relief and response experience preferred.
  • Extensive experience managing multi-site projects and the M&E of multi-country initiatives;
  • Excellent communication and writing skills and the ability to document clearly and succinctly for internal and external partners; Public speaking and presentation skills.

Competencies- Skills (Preferred)

  • Experience working on USAID, USDA, DFID or other donor  foundations/programs  preferred;
  • Experience working abroad on community development, food aid, and sustainable agriculture.
  • Strong cultural awareness and experience working in various cultures.
  • Bilingual English / Spanish, English / French or English/ Portuguese preferred.
  • Above average skills with Microsoft Excel, Word, PowerPoint, database, data management and internet utilities.
  • Knowledge and understanding of global hunger, its causes and efforts to eradicate it.
  • Familiarity and experience with real-time management information systems and knowledge management platforms; Information Systems, data management, or GIS background is helpful.

This position will be based in Raleigh North Carolina with the Ability to travel 30-40% of the time.
