RECOFTC is currently seeking a Project Coordinator for the “Strengthening the Role of Community Forestry in Forest Law Enforcement, Governance and Trade in Cambodia”. The project will be implemented in selected community forests (CFs) in Kampong Speu province. The findings from project implementation will be used make recommendations for simplifying the current CF management requirements described in the CF Guideline.
The successful applicant will be based in Kampong Speu Province. The contract period will be 9 months with a possibility of extension.
POSITION SUMMARY:
The Community Forestry Network Capacity Building Officer (CFNO) will work out of the project office located in the Forestry Administration (FA) Division in Kampong Speu. The CFNO works under the overall guidance and day-to-day supervision of the Deputy Country Program Coordinator (DCPC), RECOFTC Cambodia Country Program (CCP).
The CFNO is responsible for overall coordination, development, implementation, M&E and reporting on CF development activities (including capacity building activities) relating to the implementation of the project in line with priorities 3 and 4 of Cambodia’s National Forest Programme. S/he will work closely and liaise regularly with the Institute for Forest and Wildlife Research and Development (IRD) at both national and provincial levels to take overall responsibility for the coordination, development and delivery (i.e. work planning, training program, reporting, budgeting, etc.) of the project. S/he will support partnerships to implement the proposed activities, and will consolidate experiences and constraints for CF FLEGT, in Kampong Speu Province, so as to develop an operational framework for updating the CF Guideline based on findings from project implementation. S/he will also develop monitoring and evaluation (M&E) systems and a visibility framework.
RESPONSIBILITIES AND DUTIES
• Assess current best practices and constraints for CF to contribute to FLEGT
• Conduct a national workshop on the potential role of CF in Forest FLEGT
• Identification and selection of 4 pilot CFs, initial planning and training needs assessment
• Provide training to target CFs and relevant stakeholders
• Cooperate with local FA and local authorities to facilitate CF FLEGT activities in the 4 pilot CFs
• Organise field visits for the CF FLEGT Task Force
• Undertake an initial review of the CF Guideline, share and discuss with team and CF-FLEGT task force
• Organise a national consultation on the results of the CF Guideline review
• Perform expenditure report checking against planned activity budgets to ensure expenses are accurate, transparent and efficient;
• Participate and contribute in annual work planning and budgeting processes;
• Help with the timely preparation of quarterly and final reports;
• Perform other tasks as assigned from time to time by the Deputy Country Program Coordinator (DCPC)
QUALIFICATIONS AND EXPERIENCES:
The Community Forestry Network Capacity Building Officer (CFNO) will have the following essential and desirable qualifications and experience:
Essential:
• Minimum 5 years working experience in CF or Community Based Natural Resource Management (CBNRM);
• Possess leadership personality, and be able to take on and solve problems quickly and efficiently;
• Experience in project design, planning, budgeting, implementation, monitoring, reporting, and coordination, networking, and facilitation, including training and extension material development;
• Demonstrable strong experience in facilitation, and applying participatory tools and methodologies in working with rural communities;
• Ability to learn new ideas and ways of working;
• Proven ability to write in a clear and concise manner and to communicate effectively orally.
• Good written and verbal Khmer and English;
• Practical knowledge of Microsoft Office applications;
• Cambodian national
• Willing to undertake regular travels within the province, including overnight stays in villages, and occasionally to other provinces / Phnom Penh.
Desirable:
• Bachelor’s degree in Forestry, Natural Resource Management or closely related fields with specialization in environmental/rural development issues;
• Experience with land and forestry legislation and regulations in Cambodia;
• Knowledge and practical experience in implementing community forestry guidelines;
•Hands-on experience and able to work independently with minimum supervision;
• Experience working with rural communities in partnership with the Forestry Administration, NGOs and local authorities.
