The DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance and, increasingly, cash and voucher support to promote choice and dignity while impacting directly on local market economies to protect livelihoods); ICLA to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and, as of 2013, WASH activities are undertaken in support of the above 3 areas of intervention to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines.
The Country Director reports to the Head of Section, Central and West Africa and South America section.

Job description

  • Development and execution of country strategy
  • Overall responsible for all activities, personnel and the country management team (CMT)
  • Lead the Country Programme in accordance with NRC values and policies
  • Provide vision, promote ideas and gain agreement;
  • Act and be perceived as a role model by being responsible and accountable for his/her decisions
  • Analyse the political and humanitarian context and make the NRC programme relevant to the context
  • Attract, motivate, develop and coach staff in order to create effective teams;
  • Responsible for all NRC advocacy efforts in the country/region and ensure that contributions are made to NRC global advocacy efforts.
  • Ensure the safety and security of NRC staff in DRC
  • Play a key a role in fundraising from institutional donors.
  • Ensuring that programme activities are relevant to the target groups and delivered with high quality
  • Following up and continuing the LEAN approach
  • Securing a robust and cost efficient country program
  • Personnel interaction and management
  • Coordinating NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organisations in Kinshasa
  • Improving access to beneficiaries

Qualifications

  • Minimum 5 years leadership and management experience
  • Previous experience from working as a senior manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Relevant university degree or higher education, preferably in management, social sciences or international development
  • Experience from advocacy work
  • Fluency in English and French, both written and verbal
  • Valid driver’s license

We offer

  • Commencement: October 2014
  • Contract period: 24months
  • Salary/benefits: According to NRC’s general directions
  • Duty station: Goma, with frequent travels throughout the country. Goma is a non-family duty station. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest.
