Proposal Objective:
SI is planning to bid on an independent evaluation of the Millennium Challenge Corporation (MCC) Sierra Leone Threshold Program, including the Regulatory Strengthening Project, Electricity Sector Reform Project, and the Water Sector Reform Project. A performance evaluation will cover all three projects, and an impact evaluation will additionally cover the District Metering Area (DMA) and Standpipe Demonstration Activity under the Water Sector Reform project. Following each of these projects, the evaluation will be focused on greater Freetown. The evaluation is expected to be conducted over a period of five years (base year and four options years), with an anticipated start date in mid-2018.
Position Description:
SI seeks a Local Coordinator based in Freetown, Sierra Leone to serve as part of the evaluation team. The local coordinator will contribute research and logistics support to the evaluation. The local coordinator will provide inputs to the evaluation design and data collection, assist in conducting logistical preparation for quantitative and qualitative data collection activities, and at the direction of the Team Leader, will assist in overseeing and providing quality assurance support for data collection activities. S/he will also help coordinate logistics and travel mobilization for expatriate team members within Sierra Leone. The local coordinator will liaise with implementing partners and MCC and the Millennium Challenge Coordinating Unit (MCCU) in Sierra Leone to help the SI team complete scheduled activities in a timely and efficient manner to move the evaluation forward. This will be an intermittent consulting opportunity over the entire five-year period of performance, with periodic full-time effort possible during data collection.
**Please note: This is a local position. Only Sierra Leonean citizens will be considered. **Responsibilities:
- Liaise with key stakeholders in-country.
- Contribute to evaluation design and instrument development.
- Assist in obtaining data, sampling frames, and other information from local organizations/agencies.
- Arrange logistics and confirm appointments for evaluation team’s meetings and interviews.
- Assist in confirming arrangements for evaluation team travel to Sierra Leone.
- Facilitate obtaining appropriate local permissions as needed to conduct the evaluation.
- Assist evaluation team with design, background research, and development of data collection instruments as needed.
- Assist in overseeing data collection, provide quality assurance including back checks of survey data.
- Participate in qualitative data collection activities.
Qualifications:
- Bachelor’s degree or higher.
- At least 3 years of experience coordinating qualitative and/or quantitative field research.
- Demonstrated ability to coordinate effectively with local institutions, including local utilities, NGOs, and government agencies for the design and implementation of evaluations, including problem solving.
- Excellent written and oral communication skills; excellent interpersonal skills.
- Demonstrated experience overseeing logistics for evaluation teams and primary data collection.
- Experience in water sector or power sector and/or knowledge of local sector agencies strongly preferred.
- Ability to work independently, with minimal supervision, within the context of a larger team.
