MADERA is a French non-profit organization, working in Afghanistan for 25 years for the rehabilitation and development of rural economies destroyed by war. Its programmes build the capacities of rural communities and support local initiatives.
MADERA is active in many fields of rural development in Afghanistan:
- Community development and National Solidarity Programme: support to local development projects;
- Natural resources management: rangeland rehabilitation, forestry
- Agricultural production: research and extension, support to producers’ groups, arboriculture, vegetable growing;
- Livestock: support to veterinary services, vaccinations, animal husbandry, extension;
- Income generating activities;
- Civil engineering: access to water, irrigation, construction and rehabilitation of infrastructures.
MADERA implements these activities in 4 provinces in Eastern Afghanistan (Laghman, Kunar, Nuristan and Nangarhar), 1 province in Central Afghanistan (Wardak) and 1 in Western Afghanistan (Ghor).
The team is composed of approximately 250 Afghan employees and 5-6 expatriates.
The annual budget is around 3 million Euros.
MADERA, under the leadership of its Board of Directors, wishes to focus its work on the following priorities: support communities towards autonomy, prioritize participatory approaches and foster the capacity building of Afghan staff.

COUNTRY DIRECTOR MAIN RESPONSIBILITIES
- Management of MADERA in Afghanistan according to orientations and missions defined by the statutory bodies (general assembly and board of directors). Within the framework of approved strategies, orientations and budgets, the Director will take all initiatives to ensure that MADERA achieves its objectives.
- Overall management and coordination of teams and their activities.
- Direct supervision of support departments: Finance & accounting, HR, Logistics, M&E, Grant management.
- He/she makes sure that all rules and procedures are observed;
- Appraisal and analysis of security and political situation and overall responsibility of the security of teams.
- Accountability to the Board of Directors, donors, beneficiaries and other stakeholders.
- He/she represents MADERA with various partners: local partners, Afghan authorities, donors, NGOs, etc.
- Liaison between field teams and MADERA’s Headquarters and Board of Directors.
- Advise the Board of Directors for the design of orientations and strategies for MADERA.
TASKS
Under the supervision of the Board of Directors, and in close collaboration with the General Delegate (Paris headquarters), and other Heads of departments in Afghanistan, the Director:
- Manages MADERA in Afghanistan in line with strategies, orientations, budgets approved by the Board,
- Supervises project implementation, fund raisingand grant management, signs protocols and contracts with donors and partners, supervises project evaluation, etc
- Supervises the financial management of MADERA: budget, accountancy, design and enforcement of procedures and rules;
- Manages human resources of MADERA in Afghanistan, in liaison with Paris headquarters and the Board of Directors for expatriate staff (job descriptions, annual appraisal, salary policy…);
- Proposes strategies for the Board of Directors, explains and enforce the decisions of the Board to the staff, present to the Board the propositions from the field staff.
- Designs, updates and enforces security rules and regulations.
- Manages and closely works with the administrative and finance director, the operations director, the responsible of evaluation, the heads of HR and logistics, and the grant manager.
- Gives regular reports to the Board;
- Follows the changes in the rules of the Government of Afghanistan and of the donors;
- Participates to humanitarian coordination forums (ACBAR, INSOand others).
PROFILE AND QUALIFICATIONS
- At least 8 years of experience in managerial level posts in the development field.
- University level education: 3rd cycle (MA) diploma or equivalent professional experience in the field of political sciences, social sciences, development, management...
- Proficient in operational strategy design and project management, including proposals writing, donors reporting, programming and budget designing.
- Good team management capacity.
- Excellent relational and communication skills including great sense of diplomacy and discernment.
- Personal commitment towards population and beneficiaries.
- Ability to work in a multi cultural environment.
- Ability to work in a tense environment.
Excellent written and spoken English and French.Notions of Dari are an advantage.
CONDITIONS OF EMPLOYMENT
- Based in Kabul, with regular travels to regional and field offices.
- Frequent travel to France for Board meetings (4 times a year).
- Fixed term salaried contract – 1 year renewable. Moral commitment for at least 2 years is an advantage.
- Collective accommodation or accommodation allowance,
- Social security (medical insurance), repatriation insurance costs partly covered by MADERA.
- Other conditions according to French law (annual leaves...).
- Remuneration: 38 400 to 42 000 euros, annual gross salary, according to experience + expatriation bonus of 170 euros.
