Danish Red Cross provides project support in resilience including climate change adaptation and livelihood, migration, protection and humanitarian assistance together with general institutional and capacity development of Mali Red Cross at Headquarter in Bamako and at Branch level in the mid-northern regions focusing on organisational set-up, administrative procedures and establishment/improvement of financial software.

Danish Red Cross is closely coordinating its support with IFRC, ICRC and other Movement partners. In collaboration with ICRC an enhanced capacity building effort in the northern regions focusing on Mopti is being put in place.

DRC’s is looking for a Country Coordinator in Mali to support and work closely with Mali Red Cross and consortium partners in the implementation of current projects and in further developing our consortium approach, which includes all partners as well as national institutions and the civil society in line with MRCs 5 years’ strategy 2015-19.

Responsibilities

  • Develop & coordinate various consortia in line with DRC-MRC partnership strategy in collaboration with other partners and with guidance from the DRC Head of Region (HoR).
  • Ensure that DRC’s participation in various consortia with 6 Partner National Societies (PNS) together with MRC is efficient and implemented in a unified manner and adheres to the principles of partnership and cooperation as promoted by the Red Cross Movement.
  • Management responsibility for other delegates in Mali, i.e. provide daily supervision and support, partnership guidance and programmatic inputs to technical delegates and other staff in the country office.
  • Elaborate the annual Result Based Contract for Mali in collaboration with delegates in Mali & identify needs for monitoring and evaluation of projects and conduct related field visits.
  • Identify potential areas of interest for coming projects and elaborate concept notes and project documents for alternative funding possibilities available locally such as EU/ECHO, WB, business enterprises and others.
  • Elaborate job descriptions and participate in the recruitment of local staff or any local consultant financed by DRC in collaboration with MRC.
  • Responsible for the timely submission of the annual reports for the projects according to donor formats (Progress reports, Annual Thematic reports, EU formats).
  • Review and approve quarterly narrative and financial project reports before submitting to the regional office. Implement Audit recommendations and follow up on good financial practice.
  • Support capacity building effort of MRC by promoting efficient organizational development and sound management offering technical and material support to the relevant departments (headquarters and regions) in coordination with Partner societies, IFRC and ICRC.
  • Draft security reports and act as focal point of contact for the management and communication of safety and security instructions and briefing to DRC staff, their families, and official visitors to Mali.

Profile

The ideal candidate holds a Master's Degree in Development Studies, Project Management, Disaster Management, Migration, Environment/Tropical agriculture, or other relevant fields.

Experience:

  • 7 years of relevant international field experience in overall coordination, formulation, design, planning and implementation of development programmes/ projects.
  • Experience working for a humanitarian aid organization and within the Red Cross and Red Crescent Movement is preferable.
  • Experience and capacity to adapt to emergency & protection programming
  • Experience in capacity building of local partners is essential.
  • Ability to work within a partnership set up with many different actors and interests.
  • Proven project cycle and financial management as well as resource mobilization experience with major donors/funds, project proposal and extensive report writing.
  • Team management experience, in the context of development projects or major humanitarian emergency response situations.
  • Regional experience in the Sahel context is an advantage.

Technical Skills:

  • Experience in EU/ECHO and DANIDA funding, and in particular knowledge of their implementation and reporting procedures.
  • Good understanding of organizational development, particularly in the context of Red Cross Red Crescent National Societies and branches, is an advantage.
  • Knowledge within certain but not in all below mentioned areas: Migration/Protection/relief/livelihood/ DM/ OD/youth development/ health and psychosocial support in emergency environments.
  • Knowledge on resilience initiatives and modalities for implementation of resilience projects a huge advantage.
  • Good analytical skills.
  • Relevant training and practical experience in staff security management in insecure environments.

Personal qualities:

  • Strong managerial, interpersonal and coordination skills.
  • Ability to adapt to changing situations and readiness to work in a challenging environment is required.
  • Must be able to work independently and in a small team. Team player skills are essential.
  • Confidence in situations of stress, and able to handle a heavy but varied workload.
  • Excellent communication, coordination as well as networking and facilitation skills and understanding that careful preparation, process and ownership is key to achieving results in a culturally and politically sensitive environment.
  • Good cultural understanding and the ability to build the confidence of partners in a challenging multicultural environment are essential.

Other:

  • Excellent reporting skills in French and English are a must.
  • An excellent communicator, with good negotiation skills and a diplomatic flair.
  • Full proficiency in Microsoft Office package and a valid international driving license.

Employment Conditions

The Country Coordinator will report to Danish Red Cross’ Head of Region in Dakar, Senegal.

The duty station is Bamako in Mali, which is a family post. The starting date of the assignment is as soon as possible in 2018. The length of the contract will be two years with possibility of extension. The contract will be administered in accordance with the Danish Red Cross Click on) Terms and Conditions for Delegates. The monthly salary including allowances and pension within the range of DKK 41.696 and DKK 44.761, depending on experience and qualifications. Accommodation and utilities are covered separately by DRC.
