The WASH Technical Programme Manager will be based in Antakya overseeing WASH programs in Northern Syria (Idlib, Aleppo etc with the possibility to expand in to other areas).
The role holder will develop programme strategy, WASH standards, proposal development and grant reporting and be responsible for ensuring integration with other sectors. In addition to directly managing grants in Northern Syria.
The Manager will be expected to lead on programme planning, oversight of programme implementation, recruitment and procurement. A key priority of this role is to work day to day with the Technical Coordinator building their capacity in technical and programme managem ent skills, with the aim of transferring this capacity to the WASH field team.
The WASH Technical Programme Manager will also support partners to develop their programmes and build their capacity to respond. They will also take on a representation role.
Required Qualifications and Experience:
Required
* Extensive experience (minimal 3 years) of WASH programme management in humanitarian or fragile state contexts.
* Education to BSc / BA /BEng level in Public Health, Water Engineering, or a related subject, or equivalent field experience.
* Previous experience of managing a WASH team at national level.
* Experience of remote managing programmes in complex settings.
* Proven capacity to supervise, an d coach staff in WASH technical skills and programme management.
* Experience of, and commitment to, working through systems of community participation and accountability.
* Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects and understanding of donor compliance.
* Ability to analyse information, evaluate options and to think and plan strategically.
* Ability to write clear and well-argued assessment and project reports.
* Excellent understanding of the Monitoring and Evaluation processes and methodologies with specific technical trainings in these areas.
* Proven ability to represent the organisation to donors and other stakeholders
* Familiarity with key international standards for humanitarian work (e.g. SPHERE, INEE etc).
* Team player who is able to work collaboratively and with people of diverse backgrounds.
* Politically and culturally sensitive with qualities of patience, tact and diplomacy.
* A high level of written and spoken English.
* Commitment to the aims and principles of Save the Children including willingness to abide and enforce the Child Safeguarding Policy. In particular, a good understanding Save the Childre mandate and child focus and an ability to ensure this continues to underpin oursupport.
Desirable
* Language skills in Arabic.
* Experience or knowledge of working and living in relevant regions/contexts.
* Experience working and building the capacity of partners on technical issues.
