Position Purpose
Reporting to the Great Lakes Regional Director, the Project Manager will be responsible for technical leadership of the program, ensuring the implementation of high-quality, evidence-based interventions, and management a team of staff and sub-partners to ensure quality, timeliness, and efficiency of all activities and products generated under the project.
Department Overview
Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The DRC CMM Team contributes to realizing this purpose by:
- Addressing conflict to ensure basic rights for all, including access to land and end to alleged forced labor;
- Improving access to basic services such as health and education, and minimal political representation;
- Promoting reconciliation and peaceful coexistence between ethnic groups.
Key Responsibilities
- Coordinate and oversee the quality of all technical activities, providing direction, feedback and support to ensure success;
- Ensure program adherence to internationally accepted technical norms and standards of practices;
- Provide input into and assure that all donor reporting requirements on program impact are met and assist implementing partners in setting up reporting and tracking systems to provide such information in an efficient and timely manner;
- Facilitate continuous quality assessment and improvement and ensure that program best practices are documented and disseminated throughout the program cycle;
- Ensure effective coordination and communication and standards of practice among each partner organization.
- Ensure high quality program delivery and the cost-effective use of Pact and USAID resources
- Ensure provision of management support and technical assistance to possible partners on program design, budget/work plan development, and M&E planning.
- Provide regular written/oral program progress updates, as requested.
- Establish and manage Pact’s local technical training activities.

- Strong negotiating and conflict resolution skills
- Proficiency in developing and managing a budget
Technical Skills
- Strong experience in Conflict Mitigation, Peacebuilding, Land Tenure Dispute, Natural Resources Management and Concessions, gender-based violence, youth/gender disenfranchisement, credible dispute resolution
- Strong knowledge and understanding of donor policies and regulations
- High competence using common desktop applications and internal systems
People Management
- Demonstrated proficiency in supervising staff, including providing honest feedback
- Ability to mentor others
Preferred Qualifications
- A Master’s degree or higher in Peacebuilding, Conflict Mitigation, Governance, Law, Land Tenure, International Development or a related field is required;
- At least ten years’ experience designing and implementing peacebuilding, conflict mitigation, land tenure disputes, natural resources dispute, Liberia preferred;
- At least five years of experience as a Technical Advisor or senior manager of peacebuilding, or conflict mitigation;
- Knowledgeable on People to People Approach
- Demonstrated experience implementing and managing program in resource constrained countries;
- Demonstrated experience producing quality English-language communications products, such as progress reports, case studies, and research protocols;
- Experience interacting with developing country government, international organization, other bilateral donor and civil society representatives, and senior level government officials;
- At least three years of experience working with USAID
- Demonstrated ability to establish and sustain professional relationships with civil society organizations, communities and host country government counterparts.
- Fluency in French, required
- Working experience in DRC; Congolese national preferred.
