Norwegian Refugee Council's primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance and, increasingly, cash and voucher support to promote choice and dignity while impacting directly on local market economies to protect livelihoods); ICLA to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and, as of 2013, WASH activities are undertaken in support of the above 3 areas of intervention to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines. New interventions focus on responding to urban displacement.

Job description

  • Develop strategies for the Shelter and WASH projects on national level
  • Monitor the Shelter and WASH projects and ensure high technical quality implementation and synergies
  • Prepare and verify proposals and reports related to this sector
  • Evaluation, review and quality control of Shelter and WASH programmes
  • Identify trends in conditions/standards and donor priorities and assess better ways to assist
  • Recruitment, training and capacity development of staff
  • Ensure adherence to NRC policies, handbooks, and tools
  • Develop partnerships and collaboration in the humanitarian community and coordinate with authorities at provincial and ministry level
  • Budget and administrative responsibility for Shelter and WASH projects, in coordination with the Area Managers
  • Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the Shelter sector
  • Specific responsibilities
  • Design and oversee Shelter and WASH projects, including community infrastructure and individual family housing, using innovative approaches including cash and vouchers
  • Collaborate with all other Core Competencies and Area Managers on assessments, analysis and implementation issues
  • Collaborate with ICLA team on ensuring project activities protect and promote HLP rights
  • Implement trainings on construction techniques and interaction with communities
  • Develop NRC DRC’s Shelter and WASH macro strategies and log frames
  • Coordinate closely with PAA and CD on protection and advocacy issues
  • Through close monitoring of the context, develop approaches and activities ensuring promotion of the Do No Harm principle

Qualifications

  • Minimum 3 years experience from working as a senior Project Manager in a humanitarian emergency/ recovery context
  • Experience from working in complex and volatile contexts
  • Shelter expertise, including in community infrastructure construction and rehabilitation, emergency and transitional shelter, and return shelter
  • WASH expertise – urban and rural
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Valid driver’s license

We offer

  • Salary/benefits: According to NRC’s general salary and benefits policy for international staff. Duty station will be in Goma and expected travel to the field will be 50% of the time. Living is in shared accomodation. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area.
