Iraq: WASH Project Manager

FRC is about to launch a project which aims at addressing the sanitation and hygiene needs of the communities on Sinjar mountain by:

  • increasing the latrine and bathroom facilities coverage
  • establishing a solid waste management
  • reinforcing the sustainability of the activities and the empowerment of the community
  • raising awareness among the community on sanitation and hygiene issues
In this regard, FRC is designing a multi-sectorial assessment (WASH, Shelter and Livelihood) in order to define its strategy and approach for 2017 in Sinjar mountain and in potential new areas around Sununi where needs would be reported. The assessment and upcoming activities will be conducted in close collaboration with the Iraqi Red Crescent Society (IRCS). The French Red Cross is operational in northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. It is providing assistance in a range of sectors including wash, livelihoods, shelter and relief. The Iraq programme presently employs about 80 national staff and 9 international staff.  

Position

PURPOSE OF JOB

 The project manager is responsible for the implementation of the program on Sinjar mountain.
  • he will define the methodology and fine-tune the design of the response
  • he will define the technical solutions
  • he will recruit and train the field team
  • he will prepare the planning, implementation and monitoring of the project, and the budget forecast
  • he will pay particular attention to the implementation of the project in close collaboration with the community members, the local authorities, the Iraqi Red Crescent society (IRCS) and the other partners and stakeholders involved in the wash sector
The program manager will spend at least 3 days / week in Sunoni where FRC has an office / guest house.

RESPONSIBILITIES

  • Launch of the wash programme on Sinjar mountain
  • Project implementation, monitoring and reporting
  • Team management and training
  • Supervision of administrative and logistical support activities
  • Capitalization
  • Representation and communication

HIERARCHICAL AND FUNCTIONAL LINK

Hierarchical:

  • he works under the responsibility of the WASH technical advisor based in Dohuk
  • he is the line manager of the WASH project officer based in Sunoni

Internal:

  • link on functional management with the others PMs and from the technical referent based in the HQ who provides support to projects
  • functional links with the different poles of FRC delegation (logistic and administration/finance coordination)
Profile of the candidateEDUCATION
  • Degree in water engineering/construction engineering with experience in water, sanitation, hygiene projects.
LANGUAGES
  • English compulsory
  • Arabic and/ or Kurdish are an asset

EXPERIENCES AND ABILITIES


Required

  • minimum 3 years of relevant international wash experience, preferably in emergency context
  • good technical knowledge about wash problematic on both technical and hygiene promotion part
  • a good knowledge of community engagement and approach methods is essential to this position
  • experience in response to an emergency situation is a plus
  • experience in refugees’ camps is a plus
  • experience in remote management is a plus
  • experience in team management
  • experience or knowledge of the Red Cross movement would be an asset
  • experience in Middle East would be much appreciated
