Relief International is a humanitarian, non-profit agency providing emergency relief, rehabilitation, and development assistance to victims of natural disasters and civil conflicts. The Food Security & Livelihood Technical Advisor role is to provide quality technical leadership and advice for the design; implementation and monitoring of RI’s food security and livelihoods work in Yemen.

Essential Position Responsibilities and Duties:

  • To provide expert technical advice on the design and implementation of RI’s Food Security and Livelihoods program, ensuring the approach is consistent with other agencies and integrated with other RI activities.
  • To lead on the development of the livelihoods strategy, ensuring strategic recommendations- whether for food aid, asset transfers, cash programs or other activities- are practical and results focused.
  • To provide technical support and oversight of Food Security and Livelihoods program activities.
  • A key priority of the Food Security & Livelihoods Advisor will be to develop proposals and secure income from institutional donors. This will involve the development of proposals, meeting with donors and the UN and other actors.
  • The Food Security & Livelihoods Advisor will provide technical input and support to interim and final donor reports
  • He/She will be the key representative of Relief International in food security and livelihoods coordination in country. The incumbent should ensure RI’s FSL work is well understood and well represented in key coordination forums and that the work is coherent with that of other agencies
  • He/She will make regular visits to field sites, to monitor FSL program implementation and offer advice.
  • The FSL TA will develop tools and ideas to ensure that FSL programs are monitored against measurable and appropriate indicators.
  • The FSL TA will support program assessments, evaluations and other reviews required in the program.

Qualifications and Requirements:

  • Post-graduate degree in social science, economics, agriculture or other discipline relevant to urban/rural livelihoods
  • Substantial relevant experience of developing FSL program with an international NGO
  • Experience of writing successful donor proposals (WFP, FFP,OFDA/USAID, EU, ECHO etc.)
  • Demonstrated experience of working in complex operations in an emergency situation
  • Good understanding of FSL concepts and issues in humanitarian and development context
  • Experience of implementing cash or voucher transfer programs
  • Excellent skills in monitoring implementation of program activities
  • Excellent communication and inter-personal skills
  • Ability and willingness to travel regularly to field sites
  • Fluency in written and spoken English
