In response to the Syrian and Iraqi crises, the French Red Cross has been working since September 2013 in Iraq, Jordan, Yemen and Lebanon through wash, livelihood and relief programs. Since 2009, FRC is operating hand in hand with the Lebanese Red Cross (LRC), working toward capacity building of its Disaster Management Unit (DMU) – created in 2013, more specifically with the WASH Department.
Since 2016, FRC is leading a WASH Consortium composed of ICRC, Swedish RC and LRC, providing support to LRC in both technical matters and management of the allocated funds. This WASH consortium (of around 1 million EUR) is a new approach, allowing this National Society to increase its reactivity towards the beneficiaries, ensure an efficient coordination between parners and allowing quality reporting to the donors.
Under the authority of the Head of Delegation in Beirut and in close collaboration with the Wash Project Manager of the LRC’s DMU, the WASH Advisor will be in charge of managing the Consortium and the relationships with the partners involved, whilst also helping LRC’s WASH department to improve their implementation and reporting skills. In 2017, the Consortium will be turned towards a community-based approach, upon request of the LRC.
The position
Responsibilities
Based both at the LRC headquarters level and the FRC delegation, under the direct responsibility of the French Red Cross’s Head of Delegation, with a functional link to the LRC DMU Program Coordinator, and with the support of the DMU Wash Program Manager, you will be responsible of:
- the management / animation of the Wash consortium led by FRC, in close coordination with LRC
- Advising / supporting the DMU LRC Wash department to develop its strategy
- Reinforcing / developing the LRC DMU Wash capacities with a special focus on community based approach activities
- Supervising / monitoring the implementation of wash activities
- Advising on good coordination practices with LRC Logistic, finance and administration services linked to wash activities
Tasks:
- Support LRC DMU Wash PM and Coordinator to develop Wash technical, community based approach strategy in accordance with the global DMU Wash strategy and within the framework of the Wash consortium led by French Red Cross
- Develop a capacity building plan for DMU LRC Wash team on community based approach tools and activities in order to apply the methodology in the scope of the LRC wash project
- At the request of the LRC, support the LRC Wash PM in developing WASH program tools (assessment, monitoring, follow up, wash management…)
- At the request of the LRC, if needed, Help with the creation or reinforcement of committees dedicated to identify the Wash needs and the solutions to be implemented within the beneficiary communities, and work in close collaboration with the LRC Wash PM in developing ideas and documents
- Support and advise the LRC Wash PM on planning, implementation, monitoring and evaluation, and reporting of Wash project activities
- Support LRC DMU Wash team to coordinate, manage and facilitate technical and project management exchanges amongst Wash consortium partners, and LRC DMU Wash department to meet expected requirement (providing solution, management tools and/or guideline to ease the consortium mechanism)
- Assist LRC DMU Wash team in the participation to technical working groups
- Manage and facilitate Wash technical committee linked to innovation/new technologies and provide recommendations to LRC DMU department
- Help the LRC DMU Wash department in reporting tasks and ensure that all the necessary data are reported to the LRC Wash PM and made available
- Support the Wash PM in the operational management of WASH projects activities
- Provide technical advises for hardware infrastructures in water, sanitation, and hygiene promotion sectors if required
- Ensure the quality of community based activities implementation by LRC Wash team and development of supervision and monitoring tools
- Help in the operational management with the support of the logistician and the administrator when needed
- Ensure the coordination and good follow up of the support activities in collaboration with the FRC logistician / administrator and provide LRC with recommendations in link with LRC’s support department

- In HQ: WASH technical adviser
- Within Lebanon Delegation: logistic and administration/finance departments
External:
- Collaborates with the LRC DMU Wash Departments and all the Consortium members.
- Holds regular meetings with the project’s donors, and attends upon request other external meetings upon request
Profile of the candidate
Qualifications:
- Minimum 2 years work experience in WASH (community-based approach) and project management
- RCRC Movement background or experience mandatory
- Relevant higher education in specific fields (hydrogeology, civil engineer, sociology etc.)
- Experience in setting up and supporting Wash committees
- Strong experience in program management (planning, implementation, monitoring…)
- Previous experience in capacity building with a national NGO is preferable
- Experience from humanitarian work
- Very good knowledge of English written and spoken
- Knowledge of Arabic would be an asset
