DAI seeks a Chief of Party for an integrated economic growth project for sustainable development of the horticulture value chain in Timor-Leste. The anticipated project will strengthen human and institutional capacity for development by empowering rural households to utilize and access resources and assets; increasing productivity in the agriculture sector; and promoting integrated interventions for climate-smart agricultural practices, watershed management, and nutrition education. Illustrative interventions include strengthening the horticulture value chain, improving land use planning, land tenure and natural resource management, and reinforcing complementary components for nutrition, behavior change, and life skills.
Responsibilities:
The Chief of Party will be responsible for technical leadership, in-country management of long-term expatriate, local staff and short-term experts, and achievement of project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. Other responsibilities include:
- Serve as principal liaison with USAID, Government of Timor-Leste counterparts and community stakeholders on program communications and technical implementation.
- Provide technical and intellectual direction, leadership, and oversight, including development of monitoring and evaluation plans.
- Manage, lead and oversee all project staff and subcontractors in achieving project results.
- Develop sound work plans for project activities to ensure cohesion and focus for attainment of sustainable results.
- Oversee all financial and administrative matters to ensure quality control and reinforce compliance with DAI and USAID regulations.
- Provide timely and accurate reporting to USAID on all program areas.
- Present findings in both written and oral presentations as required.
- Coordinate program activities with other donors.
