South Sudan: Roving Emergency Environmental Health Manager

The Roving Emergency Environmental Health (EH) Manager will implement rapid emergency WASH response in Unity State and possibly across South Sudan. The program focuses on rapid assessments, and life-saving WASH activity, community clean-ups, hygiene promotion, and NFI distribution. The position will be based in Juba or Ganyliel (Unity State), with frequent travel within Unity State and possibly across South Sudan.

RESPONSIBILITIES:

Under the supervision of the EH coordinator, the Roving Emergency Manager is responsible to oversee and manage the emergency WASH response and follow-on WASH projects. Duties include:

  • Program Management
    • Manage the emergency EH projects in South Sudan.
    • Recruit, train and manage the emergency response project team.
    • In collaboration with local authorities and WASH cluster identify key hot spot areas for WASH intervention.
    • Prepare designs and BOQs for Water and Sanitation infrastructures, supervise quality of construction works.
    • Prepare monthly field reports incorporating activity and financial progress for the EH projects in two states of Southern Sudan.
    • Prepare draft donor reports in collaboration with EH coordinator & country office staff.
    • Prepare EH M&E tools, and conduct regular monitoring and internal evaluations such as KPC surveys.
    • Conduct needs assessments and participate in EH projects design, preparation of concept notes and proposals.  Prepare technical descriptions and budget
    • Other relevant duties assigned by the EH coordinator/DDP.
  • Logistic and Budget Management
    • Review EH related procurement requests, approve as per authorization level and follow up with procurement manager for timely delivery
    • Prepare finance utilization plan and review monthly financial BVA
    • Review, monitor and control all expenditures in program supply budget
  • Staff development
    • Directly manage EH team members, support personal development
    • Ensure the ongoing capacity building of the EH staff through support to direct supervisors in ensuring staff performance evaluations and individual development plans
  • Coordination
    • Ensure all activities are carried in accordance with Country and local government procedures (e.g. Site selection, specification, standards)
    • Liaise with other organization engaged in similar sector to avoid duplication or interference with government and other NGOs
    • Liaise with other IRC programs, FC and operation units for effective resources utilization and maximize impact.
    • Representing IRC and Participate in external EH related forums
  • Professional Standards
