GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib and Aleppo Governorates, in close coordination with local partners, delivering food, non-food, shelter, nutrition, WASH and cash based programming to those most in need. GOAL implements directly, with over 350 staff based in Syria, and also works through 5 Syrian NGO partners.
Job purpose:
As a member of the GOAL Syria Senior Management Team, the Head of Programme Quality leads program development and program quality, providing strategic oversight at a country level. The office holder will also work closely with the ACD-P on overall programmatic direction and donor engagement, as well as play a leadership role within the programmes department.
Duties, objectives and competencies
Programme Quality
- Lead strategic direction of GOAL Syria’s programme through oversight on programme design, proposal development, monitoring, evaluation and learning.
- Ensure quality programme design in conjunction with GOAL’s field team in Syria and technical resources in country and globally.
- Work with the M & E Department to strengthen and maintain a project monitoring and evaluation system, including an effective field reporting system that will enable measurement of progress at output and outcome levels.
- Ensure that GOAL’s MEAL team in Syria maintains robust accountability mechanisms, and that feedback into the programmes teams happens in a timely and effective manner.
- Support the Mainstreaming Department to further develop protection, child protection and gender mainstreaming in all GOAL Syria’s programming.
Management
- Directly oversee the Grants and Communications, MEAL and Mainstreaming Departments in Antakya.
- Supporting programme implementation and budget management through support to programme team inside Syria and technical Coordinators in Antakya.
- Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities.
Representation
- Resourcing and portfolio development through liaison with donors and the strategic development of sectors, programmes and resources.
- Representation within GOAL Syria and with GOAL HQ; on a national level; and regionally as requested.
Other responsibilities:
The office holder may be requested to support the ACD-P as required in regards to:
- Departmental management and leadership, and the streamlining and implementation of departmental processes and procedures.
- Delegate for the ACD-P during times of their absence from the office.
Requirements (essential)
- Masters level qualification in a relevant field, or commensurate experience
- Minimum 5 years’ experience with an NGO including at least one year in a senior management role.
- 2 years experience in MEAL, program design, program quality or related area.
- Experience in donor engagement and representation.
- Proven capacity for team building and the performance management of a diverse team.
- Proven problem solving and coordination skills, flexibility and calmness under pressure.
- Proven capacity for policy development, and long term strategic planning.
- Fluent written and spoken English language skills.
- Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel).
