Pact seeks a Program Officer for the anticipated Fund Management and Technical Assistance for the Somalia Stability Fund II Programme (SSF II). The goal of the programme is to work towards a peaceful, secure and stable Somalia. The Fund addresses security, development and political drivers of conflict to support legitimate, viable governance structures that can make and enforce rules locally as well as addresses existing and emerging conflicts while minimizing the risk of future conflicts.
Position Purpose
The Program Officer will work directly with the portfolio of SSF II grantees operating in Somalia, including conducting assessments, monitoring visits and supporting grantees to gather monitoring and evaluation data. A multi-donor instrument historically supported by the UK, Netherlands, Denmark, Norway, Sweden, and the EU, SSF II offers donors a means to respond rapidly and flexibly within Somalia’s complex operating environment, integrate political and development interventions, and improve the coherence and impact of international support to promote stability. The fund invests in projects that are appropriate for the local context, work in close partnership with Somali organizations and build Somali capacity, and learn, adapt and innovate over time to deliver clear results and impact.
Key Responsibilities
- Provide remote and in-person support to grantees following award to help them deliver their objectives, including frequent monitoring visits to partner sites.
- Collect, review and submit grantee-generated data for monthly and quarterly financial and programmatic reporting.
- Ensure individual grantee compliance with DFID guidelines.
- Verify and authorize all claims, ensuring that funds are claimed in accordance with agreed budgets.
- Support the development of budget amendments when required.
- Check and verify annual expenditure reports for all sub-grants against annual programmatic reports and in accordance with the terms of grant agreements.
- Support monitoring and evaluation of grantees against project objectives.
- Frequent travel within Somalia.
Qualifications:
- Bachelors’ Degree in Business, Financial Management, International Development, Development Policy or related field preferred.
- At least 3 years’ experience in grant management
- Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions
- Financial management, compliance, procurement and due diligence experience, particularly for DFID and multi-donor funds
- Excellent communication and relationship management skills
- Strong financial and operational management experience
- Oral and Written fluency in English
Preferred Qualifications
- Fluency in Somali language
