Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Water Security and Resilience Practice Lead within its Water Security, Sanitation, and Hygiene Sector.

Position Description: Tetra Tech’s Water Security, Sanitation, and Hygiene (WSSH) Sector assists governments, civil society organizations, private sector actors, and communities to improve policies and practices that contribute to water security and achieving universal access to sustainable water and sanitation services.  The WSSH Sector currently leads multiple USAID flagship global learning and technical assistance initiatives in addition to multi-year programs in Benin, Ghana, Ivory Coast, Kenya, Mali, Tanzania, Mozambique, Jordan and the West Bank. Tetra Tech supports local stakeholders to design and expand market-based WSSH solutions; mobilize finance; improve utility performance and strengthen water governance, while addressing systemic water security challenges, including climate resiliency, adaptation, and women’s empowerment.

The Water Security and Resilience Practice Lead will provide thought leadership across the WSSH portfolio in areas including but not limited to water conservation and source water protection, surface and groundwater modeling, agriculture water management, transboundary water governance and planning, water quality monitoring, environmental flows, flood early warning systems and land use planning. As a Senior Associate, the Practice Lead will support both program implementation and new business development, primarily of USAID-funded projects. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of its office locations in Burlington, VT or Arlington, VA. 

Responsibilities:

  • Provide leadership for technical assignments relevant to the Practice Area through strategic guidance to staff and project teams, as well as carrying out technical assignments and providing direct technical assistance to projects as appropriate;
  • Identify, pursue, strategize, and aid the preparation of proposals in response to WSSH sector opportunities, including countries in and emerging from conflict;
    Develop and lead marketing and positioning strategy related to water security and resilience, including managing strategic client relationships and expanding a network of global water security experts and implementation partners;
  • Support WSSH staff in compiling learning from existing projects relevant to the Practice Area and ensure learning is shared broadly across the Sector and integrated into new business opportunities;
  • Advance Tetra Tech’s thought leadership through technical products, white papers, conference presentations, and events;
  • Collaborate with specialists from across the company to integrate best practices in water security and resilience into the Agriculture and Economic Growth, Environment and Natural Resources, Democracy, Rights and Governance sectors;
  • Provide mentorship and support the professional development of staff as a recognized technical leader and point of contact for the Practice Area internally and externally;

Minimum Qualification Requirements:

  • Minimum graduate degree in civil/environmental engineering, public policy, or a related field;
    Minimum ten (10) years of relevant professional experience managing USAID-funded Water Security, Sanitation and Hygiene (WSSH) projects, including long-term overseas assignments;
  • Experience working for or collaborating with partners in private sector, academia, research institutions, and government ministries and agencies;
  • Prior successful experience leading and writing proposals for USAID;
    Demonstrated intellectual leadership and contributions to improve understanding and design of effective water security and resilience interventions;
  • Experience designing implementation research studies and learning initiatives, including quantitative and qualitative methods and data analysis;
  • Ability to meet deadlines and work under pressure on multiple concurrent projects;
    Highly proficient in MS Office applications;
    Outstanding oral, written communications and presentation skills;
    Demonstrated detail orientation and exceptionally high levels of organization;
    Position requires regular international travel (roughly 20% - 30%), including potential travel to conflict and post-conflict countries;
    Must be comfortable working in a fast-paced environment with poise and professionalism; and
  • Current U.S. work authorization is required at the time of application.

Preferred Qualifications:

  • Regional experience in the Middle East and/or Sub-Saharan Africa preferred; and
  • Professionally proficient in French, Arabic or Spanish preferred.

Tetra Tech is committed to taking a thoughtful, compliant and equitable approach to employment compensation and rate setting.
