Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.
GENERAL OBJECTIVES:
The Deputy Program Manager will be responsible for supporting the implementation of Action Against Hunger WASH activities in the Gaza Strip. The Deputy will be tasked to ensure that WASH activities are implemented and monitored in accordance with the program work plan and logical frameworks and will be supporting the design of new proposals, technical design and quality daily implementation oversight, to donor requirements and reporting in full collaboration and coordination with the WASH Program Manager.
In coordination and under the supervision of the Action Against Hunger WASH Program manager and with the technical support, S/he will be in charge of all technical activities related to hard and soft components of the project and will ensure the efficient and smooth implementation of the WASH projects in Action Against Hunger targeted areas. The main responsibilities are:
- Supervise both WASH related construction and capacity building activities at field level.
- Supervise the skilled and unskilled labor and ensure work as per international working hours and timely labor payments.
- Represent AAH in the relevant site meetings and events organized by the WASH Cluster.
- General support of Action Against Hunger objective and initiative.
- Monitor field work.

Key activities in the role will include
Objective 1: Programming (20%)
- Carry out (participate) in technical assessments at field level.
- Help and supervise the construction activity plan in the assigned sites (Rehabilitation of pumping station and construction of transmission line).
- Implement and monitor day to day activities in collaboration with skilled and unskilled labor.
- Prepare a regular report on the progress of construction on the assigned sites.
- Ensure the compliance of quality and quantity of material used at field level according to waybills.
- Ensure work is complete as per the work plan and schedules.
- Resolve the conflicts on construction site.
- Issue and sign certificates related to the accomplished work as per ACF design.
- Ensure the quality of construction work.
- Hand over the WASH infrastructure to local authorities (CMWU/ Municipalities).
- Monitor the work of the contractors/service providers including the work plans and quality of work if needed.
- Ensure effective communication with stakeholders (beneficiaries and partner organizations on the field) involved in WASH (data sharing and brainstorming); involved in project definition and/or implementation.
- Ensure that safety procedures and rules are respected in the field by all workers.
- Represent ACF with different community stakeholders at field level.
- Cooperate with the Advocacy Coordinator on defining and identifying key advocacy products and messaging for WASH sector in the Gaza Strip.
Objective 2: Promote the comprehension and support the Projects Design, implementation and evaluation (35%)
- Participates in the design and implementation of WASH assessments, surveys or any other project identification study in collaboration and coordination with WASH PM and WASH Coordinator.
- Provide technical support to the WASH team in the design, supervise and management of WASH activities in collaboration and coordination with WASH PM and WASH Coordinator.
- Coordinates and follows up WASH activities implementation (beneficiary selection, field works, trainings, tenders, etc.) in collaboration and coordination with MEAL, administration, logistics, finance and HR departments.
- Supervise the quality of the works taking into consideration Identification of program constraints, challenges and problems during implementation, propose solutions in consultation with the WASH team and implement after validation if necessary, and the respect of deadlines;
- Forecasts and follows up on project expenses and budgets related to WASH activities and provide feedback and recommendation to the WASH PM to consider ensuring the effective and appropriate utilization of funds for each project within specified timeframes and donor regulations.
- Review and amend justifications of project extension or amendments if needed, in collaboration with the finance and HR departments and Deputy Head of Base.
- Support MEAL team to set up and monitor the MEAL plans linked with the relevant projects’ indicators in coordination with the WASH HoPs and MEAL department in Gaza; formalize the results in a report to be shared with supervisory staff.
Objective 3: Team Management (25%)
- Follow up the staff allocation in collaboration with WASH PM and HR department.
- Supervise and monitor the staff performance and progress of works under their responsibilities
- Follow up the recruitment of new members of the Gaza WASH team, if needed.
- Ensure a smooth and effective communication with all WASH team members, creative a positive working environment and encouraging collaboration within the team
- Establishes, leads and follows up on weekly planning (written and meetings) of the ACF WASH Gaza team.
- Evaluates the capacities, competencies and performance appraisal of WASH team, in collaboration and coordination with the HR Department and Deputy Head of Base.
- Organize regular monthly meetings, 1-2-1 meetings with the WASH team to exchange information.
- Participate in staff training, support in building the technical capacity of the staff if needed.
- Conduct the staff appraisals on time.
- Ensure a good capacity building plan for the staff according to their needs with the support of the WASH PM.
Objective 4: Logistic, Finance and Administration (10%)
- Organize day-to-day logistics, administration and personal activities. Prepare the needed procurement requests in cooperation with the WASH team.
- Review all delivery notes for completed activities.
Objective 5: Miscellaneous (10%)
- Report the progress of the activities implemented by the WASH team.
- Report possible problems or conflicts during the activities.
- Regular reporting to WASH PM and HoB.
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and performs the security management tasks that can be assigned in its protocols.
- Communicate to the security coordinator and area managers of the working location any security related information or noncompliance with the security plan. To ensure that the WASH team are aware of and follow the security instructions.
- Maintains and cultivates relations at a technical level with local authorities, counterparts, beneficiaries and other external actors as it relates to AAH’s activities.
- Attends local or national WASH meetings, sharing information with the WASH PM and coordinator.
- Participates in or supervises the writing of Terms of Reference for any external or ad-hoc service.
- Participates in all base coordination meetings (weekly Senior Management Team meeting, Bi-weekly staff base meeting and monthly operational task force meeting).
- Reviews any document produced by the WASH team.
Qualifications
- Degree and/or master's degree in civil, Environmental or Water, Mechanical Engineering or any related filed.
- Excellent knowledge of water supply & construction or other certification in WASH infrastructure and experience.
- Must have demonstrated skills/knowledge in participatory approaches, analytical and gender – fair thinking and writing.
- Technical knowledge in implementing WASH interventions.
- Significant experience in working in collaboration with local partners and government bodies.
- Excellent knowledge of project cycle management.
- Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters.
- Strong staff management and leadership skills.
- At least 5 years’ experience in designing and implementing Water Sanitation & Hygiene System in development and/or humanitarian projects in the NGO/INGO sector.
- Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country.
- Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or Middle East region is an asset.
- English and Arabic (compulsory working language, fluent spoken, read and written).
- Windows domain, Compulsory expertise in Excel. Command of AutoCAD and mapping tools (GIS and ODK) is an asset.
- DPM will be based in Gaza with travel to different ACF bases in Gaza Strip.
AAH remuneration package:

- Contract Length: 12 months

- Salary: ILS 100,131 gross/ year divided into 12 payments. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
