Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors.
In support of the above, UN Women is working on a programme for “Advancing the Women Peace and Security Agenda in Libya” among other programmes under the WPS agenda. In line with the national priorities and existing frameworks, UN Women has opened a programme presence in Libya, to support the international community’s response to the complex humanitarian situation and security challenges facing the country. The programme will aim to expand, develop, and implement programmes and projects in Libya, developing effective partnerships with Government counterparts, UN system agencies and organizations, civil society organizations, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, in line with UNSDCF.
The Programme officer will provide support for the implementation of the programme on Women Peace, Security and Humanitarian Action in Libya, ensuring the successful achievement of UN Women programmatic objectives.
Role Objective
Under the overall supervision of the UN Women Country Representative and direct supervision of the UN Women WPS Programme Analyst, the WPS-HA Programme Officer is required to contribute to the effective management of UN Women programmes by providing substantive inputs to programme design, formulation, implementation, and evaluation, ensuring appropriate applications of systems and procedures. S/he will work to achieve the delivery of UN Women programmes in line with UN Women Libya Strategic Note 2023-2025.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the area of Women, Peace and Security and humanitarian Action
- Provide inputs to the annual workplan and budget as required;
- Implement programme activities;
- Review and coordinate the submission of implementing partner financial and narrative reports;
- Identify sources, gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team;
- Provide inputs for the audit of programmes/ projects and implement audit recommendations;
- Provide technical inputs to the monitoring and reporting of the programme/ project
- Monitor progress on programme activity, results and indicators;
- Monitor the implementation of proposals by responsible partners;
- Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
2. Provide technical inputs to the financial management of the WPS Programme Unit
- Monitoring and preparation of the budget and the finances of programmes/projects;
- Prepare PO packages for development projects events as required;
- Support technically the creation of projects in Atlas, preparation of budget revisions, revision of project awards and status, determination of unutilized funds and the operational and financial closure of a project;
3. Contribute to building partnerships and resource mobilization strategies
- Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
- Provide technical inputs to inter-agency coordination on Women, Peace and Security &Humanitarian Action to achieve coherence and alignment of UN Women programmes with other partners in Libya
- Provide technical support to the Representative on inter-agency coordination-related activities by providing inputs to background reports and briefs.
- Represent UN Women in Humanitarian working groups, including the Humanitarian Country Team and South Coordination groups.
- Support the coordination of missions to Libya, including going on regular missions to Libya to ensure programme implementation and maintaining the contact with national stakeholders.
4. Advocacy, knowledge building/sharing and communication efforts
- Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
- Provide inputs to the development of knowledge management products on Women, Peace and Security and humanitarian Action in both Arabic and English.
- Assist in the organization of trainings for the office staff and partners on programme and operations related issues;
- Support the team in the organization of local and regional events under the WPSHA Projects, with a particular focus on communication and visibility.
- Coordinate with donors and relevant national Stakeholders.
Consultant’s Workplace and Official Travel
This is an office-based consultancy with 51% in Tripoli and 49% in Tunis. As part of this assignment, there will be a maximum of 4 trips to Tripoli.
Consultants are expected to be equipped with all materials and equipment needed to perform their tasks, for example laptop, software etc..

Functional Competencies

Required Skills and Experience
Education and Certification
- Bachelor’s degree or equivalent in Social Science, Gender Studies, Business Administration, Communication, International Relations, or related field.
- Master’s Degree or equivalent in Political science, Social Sciences, or related fields, is an asset.
Experience
- At least three years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required;
- Experience in WPSHA is required;
- Experience in country and/or region is required
- Experience coordinating and liaising with government agencies, international donors and CSO partners is a strong asset;
- Previous UN Women experience is a strong asset.
Languages
- Fluency in English, Arabic, and a good knowledge of French is required.
- Knowledge any other UN official language is an asset
