Political and economic instability, civil insecurity, an intensified war, localized conflicts, and COVID-19 have plunged the country into a serious humanitarian crisis, and further put into jeopardy the already precarious humanitarian situation of Yemen. Mercy Corps is anticipating implementing a program that will provide critical multi-sectoral support that addresses some of the most immediate and unmet basic needs and strengthens resilience for further recovery. The programming sectors under this anticipated program include health and nutrition and water, sanitation, and hygiene (WASH).
General Position Summary
The WASH Officer leads the field implementation of quality water and sanitation infrastructure rehabilitation program activities in Aden Governorate. The Officer will identify, design, implement, monitor and report on activities at infrastructures projects. They will ensure Mercy Corps procurement and finance policies and donor regulations are complied with for the sector needs. He/She will coordinate operations with other actors and participate in relevant interagency processes representing Mercy Corps.
Essential Job Responsibilities
Program Implementation:
- Participate in the preparation of regular WASH activity implementation plans guided by Mercy Corps’ Program Management Policy (PM@MC)
- Conducted physical and technical assessments on the status and rehabilitation needs of community and health facility WASH infrastructure.)
- Prepare detailed BOQs and drawings for required work on all water supply and sanitation infrastructure to be supported by the program in the targeted areas.
- Lead and support team the mobilization of communities to participate in the implementation of WASH activities.
- Lead in ensuring effective and timely coordination of communication and involvement of local authorities, local water and sanitation authorities, and relevant Ministries.
- Timely supervise service contractors to ensure quality completion of infrastructure work in line with technical standards and agreed terms.
- Provide and facilitate required training for WASH team, community committees and staff from partners.
- Regularly conduct water quality analysis and updating water quality reports before, during and after implementation and provide relevant recommendations where water treatment is required in line with local government, WASH cluster and SPHERE standards.
- Maintain accurate and up-to date hard and electronic records and reports of construction projects and ensure quality of all materials received and used on all sites.
- Contribute to the development of culturally appropriate WASH IEC (Information Education and Communication) materials
Procurement:
- Identify project material supply needs and prepare required requisitions and coordinate with Operations team to ensure the right materials arrive timely to work sites.
- Validate the progress and quality of work of the contractors, and timely prepare adequate documents to ensure sector payments are made in compliance with Mercy Corps policies.
- Supervise the quality and adequacy of labor, materials, equipment, and other resources used at WASH sites in line with contracts signed with service contractors.
Monitoring, Evaluation, Accountability and Learning:
- Participate in the planning and implementation of regular field monitoring and supervision visits to WASH infrastructure rehabilitation sites for compliance to implementation plans, BOQs, drawings, specifications, and quality standards.
- Conduct regular field monitoring visits to supervise the implementation of both WASH software activities and provide needed support to ensure quality outputs and outcomes.
- Coordinate the regular collection and submission to data to MEL contributing to reporting on standard sector project and strategic indicators.
- Coordinate with MEL in implementing required assessments
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission
Reporting and Documentation:
- Prepare and submit timely regular weekly and monthly and field visit reports and sharing with line manager to meet.
- Timely prepare and submit to the line manager quality reports contributing the required donor reporting.
Coordination and integration
- Coordinate day-to-day implementation of WASH activities ensuring smooth integration with those in nutrition and health, hygiene promotion and cash assistance.
- Coordinate implementation of WASH program activities with those of other governmental and non-governmental actors.
- Regularly meet community and local leaders to create awareness on WASH program activities
- Represent Mercy Corps and the program in district interagency co-ordination cluster and working group meetings
Staff Management
- Supervision WASH Assistants and community/community health volunteers.
- Participate in the induction of sector and program staff.
Security:
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
- Keep his/her supervisor and Security Focal Point updated with regard to the security situation in the project implementation area and provide advice on how to manage its presence in this environment.
Organizational Learning:
Mercy Corps expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries:
Mercy Corps team members are expected to support all efforts toward accountability, specifically to its beneficiaries in line with Mercy Corps CARM Policy and international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of its field projects.
Supervisory Responsibility
- WASH Assistants, non-MC staff (service contractors and local water service corporation staff) at project sites
- Accountability Reports directly to: WASH Coordinator Works directly with: Other Program Teams, MEL, CARM, Health and Nutrition, Operations, Finance
Knowledge and Experience:
- Qualification: Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering or equivalent.
- Minimum 3 years work experience in the field of construction, at least 1 year must be in WASH infrastructure design and rehabilitation projects in emergency contexts.
- Must be experienced in water point and systems treatment systems and water quality analysis
- Experience with public health promotion and integration with engineering activities.
- Excellent teamwork skills and the ability to build good relations both internally and externally
- Experience in the design and delivery of training or capacity building program
- Proficiency in local languages and spoken and written English
- Willingness to spend significant periods of time in the field on project sites.
- Able to work and live Aden and Taiz governorates.
