Position Description

The Monitoring & Evaluation Officer will be responsible for the implementation of various monitoring activities and contribute to several cross-cutting RAM tasks. The monitoring officer will report to the Head of M&E.

 

Why WFP?

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

Make a Difference

Monitoring activities

  1. Support the Head of M&E in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the corporate results framework (CRF).
  2. Plan CO programme monitoring activities including sampling and questionnaire design for process and outcome monitoring
  3. Carry out analysis of monitoring data, draft monitoring reports and visualise and present findings in user friendly ways
  4. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  5. As part of the development of the Interim Country Strategic Plan, support the Head of M&E and Head of RAM in developing a Theory of Change and Line of Sight outlining how the expected results are likely to occur and listing key assumptions and risks.
  6. Coordinate monitoring activities across the Country Office and Field Offices in Kyiv, Lviv, Dnipro and Odesa
  7. Collaborate and coordinate with partners including third party monitor companies
  8. Provide support and capacity building to WFP staff and partners on monitoring activities, including training of enumerators and field monitors
  9. Undertake monitoring visits across the different activities’ sites

Crosscutting RAM activities

  1. Contribute to vulnerability targeting activities, including supporting the updating and revision of targeting frameworks for the Ukraine COs and assist in facilitating verification exercises;
  2. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to enable effective programme design;
  3. Supervise staff as required;
  4. Any other assigned task.

 

Qualifications 

Education: Advanced University Degree in one or more of the following disciplines: Statistics, economics, development economics, public policy, social science, food security, or similar relevant discipline, or First University Degree with additional relevant professional experience and/or coursework/trainings.

Coursework/trainings in statistics, econometrics, database management, data analysis, data visualisation, household economics or other relevant topics is an advantage.

Experience: A minimum of three years of postgraduate professional experience with increasing levels of responsibility in a related function.

Experience among the following areas is desirable:

  • Data cleaning, management and analysis of household survey data
  • Management and coordination of field monitoring activities in a humanitarian context
  • Food security and related methodologies
  • Report writing and dissemination

Knowledge & Skills: 

  • Excellent communication skills, both written and oral;
  • Excellent data management and analytical skills;
  • Strong command of Excel and either one of STATA, SPSS or R;
  • Problem-solving mindset and creativity;
  • Team player attitude and the ability to effectively collaborate across teams and functions;
  • Ability to establish effective working relations with people of different national and cultural backgrounds;
  • Willingness to participate in field missions;
  • Understanding of the Ukrainian humanitarian context.

Language: fluency (Level C) in English and Ukrainian language is essential.
