Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system's work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

The Empower for Inclusion project is a project of the United Nations in Timor-Leste on enhancing the rights of persons with disabilities. The project focuses on reducing discrimination and violence against persons with disabilities, and advancing the equal rights of particularly, women and girls with disabilities facing multiple forms of discrimination. The project partners with Organizations of Persons with Disabilities (OPDs), State Institutions and civil society towards reducing harmful attitudes that perpetuate tolerance of gendered discrimination against persons with disabilities, and aims to strengthen capacities of service providers to refer and deliver coordinated, inclusive and accessible services will be strengthened, in particular the coordinating Ministry of Social Solidarity (MSS), the Ministries of Education and Health, the National Rehabilitation Centre, the National Police and the Judiciary. The project is funded by the United Nations Partnership for the Rights of Persons with Disabilities (UNPRPD), this project part of the continuation of the Empower for change project concluded on 2020 (a three years duration of the project implemented by UN sisters). For this Empower for Inclusion of the inception implementation will cover from September through end of May 2023 duration, it is implemented by UN Women,  the UN Human Rights Advised s Unit (HRAU), UNICEF and UNDP

Duties and Responsibilities

Duties and Responsibilities:

Under the supervision of the UN Women Head of Office, the project officer will be responsible for coordinating and monitoring the implementation and impact of the UNPRPD Empower for Inclusion Project, including by overseeing the following tasks:

Summary of Key Functions:

  • Oversee and coordinate the UN joint Empower for Inclusion project to eliminate violence against women and girls in Timor-Leste in the Timor-Leste context, including through effective UN sisters’ coordination during Inception phase fourth Funding Round initial implementation including Empower for Inclusion project consultation, induction, situation analysis and full project proposal development. 
  • Support the timely delivery of the UN Joint empower for Inclusion Project through overall project monitoring and financial management.
  • Build capacity of and coordinate with key national stakeholders, counterparts, and partners including OPDs.
  1. Oversee and coordinate joint Empower for Inclusion project within the Timor-Leste context, including through effective project planning, implementation and reporting, including:
    1. Ensure timely and quality planning and implementation of the project based on the each project outcome level, taking responsibility for overseeing the daily management and the delivery of results-based outcomes.
    2. Review, analyze and provide technical inputs into reports and other relevant materials on the Empower for Inclusion project  in Timor-Leste.
    3. Prepare substantive technical reports, such as meeting minutes, drafting narrative progress reports and other project documents required, to UN Women in coordination with UN sister.
  1. Support the timely delivery of the Empower for Inclusion Project (E4I Project), through overall project monitoring and financial management, including:
    1. Oversee and manage budgets, finance, administration and procurement-related matters and functions in accordance with UN/UN Women rules and regulations. 
    2. Monitor, analyze and evaluate technical and financial reports from partners, providing regular substantive and management support to resolve any challenges and ensure timely and quality delivery.
    3. Engage in regular field visits and closely liaise with and support UN Women and UN team (HRAU, UNICEF and UNDP) to facilitate the achievement of the above tasks.
  1. Build capacity of and coordinate with key national stakeholders, counterparts, and partners (OPDs) including: 
  1. Build and maintain strong relationships with key inter-agency and partner stakeholders, including the UN Women Timor-Leste Office, other participating UN Agencies (HRAU, UNICEF And UNDP), and national partners.
  2. Support the capacity-building of national counterparts and programme partners in developing, implementing, monitoring, and reporting on evidence-based interventions to prevent and respond to VAWG with disabilities. 
  3. Coordinate the inductions workshop, situation analysis and Empower for Inclusion Project full proposal development.

Required Skills and Experience

Education: 

Master degree or Bachelor’s Degree or equivalent in Gender and Development, International Relations, Public Administration, Law, Human Rights or related field.

Experience:

  1. Masters degree with at least 2 years of relevant experience at the national and international levels in providing management support and in coordinating the design, implementation and monitoring of projects, or Bachelor degree with additional 2 years.
  2. Experience with policy and programming for human rights and gender equality, disabilities, advocacy and results-based management, preferably in the UN context. Experience in the area of preventing and responding to violence against women and girls with disabilities a distinct advantage.
  3. Experience in preparing high-level meetings and coordinating with multiple entities and participants including preparing background documents, agenda and talking points for such meetings.
  4. Excellent verbal and written communications skills, including an ability to prepare succinct analytical documents and briefs in English.
  5. Experience with office software packages.
  6. Familiarity with the UN system and its coordination mechanisms would be an advantage.
  7. Background in inclusive development practices, specifically working with organization of persons with disabilities or working with other marginalized group.
