UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In light of the above, UN Women, as part of the Joint Programme (JP) “Accelerating Jordan’s Progress towards SDGs by Establishing Building Blocks of an Integrated Financing Framework”, is supporting national stakeholders, both government and the private sector, to identify and implement new approaches to financing the SDGs with applying the gender lens. UN Women will contribute to strengthening linkages between gender sensitive planning, budgeting and financing for climate, a key priority for Jordan with the potential to have a transformative impact on all other SDGs. Strengthened institutional capacity on integrating gender sensitive climate change in budgeting and planning and SDG budgeting will ensure sustainability and facilitate scaling the climate pilot to an integrated national financing framework (INFF) that is gender sensitive and advance SDG financing for all sectors. The JP aims to establish key building blocks for an integrated, gender-responsive, SDG financing framework by 2022. This will contribute to ensuring that Jordan’s national SDG priorities on climate change are adequately and effectively financed. UN Women believes that gender sensitive adaptation and prevention climate change interventions can achieve better results than those that ignore the gender angle. Therefore, it is important to build the case for this approach by testing if gender aware climate change projects that adopt gender transforming approaches exhibit better results both technically and financially. UN Women conducted a mapping exercise of climate change adaptation interventions in the country according to a gender continuum that were conducted by different national and international agencies. The mapping was able to list the interventions that are gender transformative, specific, neutral, and blind. In addition, it collected the needed information to conduct a cost benefit analysis, to compare between the cost effectiveness of gender aware and gender-blind programme Objective of the Assignment Against this background, UN Women is looking for a national consultant to conduct a cost efficiency analysis of gender aware climate change adaptation intervention in comparison to a gender-blind internvetion. The objective of this assessment is to test if a long the spectrum of gender aware design approaches, projects that adopt a more gender transformative approach tend to exhibit more cost-effective climate change adaptation outcomes. The analysis’s evidence-based results would be used to promote more gender aware approaches in the design and implementation of climate change adaptation programmes to achieve better results for all. The analysis will be done in collaboration with the concerned national and international development partners identified jointly by the national consultant and UN Women. | |||||||||||

Evaluation Criteria: Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
