The World Wide Fund for Nature Inc. (WWF) is an international non-governmental organization founded in 1961 that works in the field of wilderness preservation and the reduction of human impact on the environment.

Since the onset of COVID-19 in 2020 and political changes in 2021, the WWF country office in Myanmar has continually adapted to an evolving operating environment. Through this period, the main threats to nature and the environment have largely stayed the same, with some of those threats intensifying. In response to this uncertainty, WWF-Myanmar recently reviewed its work and created a new Myanmar Strategic Plan 2022-2025. It is now necessary to explore alternative business operating models for the effective delivery of Myanmar Strategic Plan 2022-2025. With this, WWF-Myanmar is looking for a consultant designing and facilitating the organization's structuring process and managing change.


Development of our business-operating model: 2023-25



Our business-operating model determines how we deliver our strategy through our capacities and expertise, processes, resources both human and financial, structure and location or work base, management of performance as well as risks and accountability. We now plan to undertake a strategic process to help us better understand the benefits, risks, opportunities, and costs of the most appropriate operating model in light of the new strategy.


Our operating model can be defined as:

  • Our capacities and expertise as an organization (based on our strategic goals)
  • How staff competencies are aligned with organizational capacities and expertise – via recruitment, development and support to staff.
  • Required location of roles to support optimal delivery of goals.
  • Our process for delivering high quality conservation outcomes
  • Our process for managing risks (legal, safety, reputational, fiscal)
  • Our process for ensuring relevant safeguards (i.e. ESSF)
  • Funding – sources, projected trends,  how it is used, invested and managed
  • Coordination and partnership – how we cooperate with external actors – peer organizations, donors, governments/legitimate authorities, CSOs, donors

 

Purpose of the Consultancy and Scope of work

Given the current political and operational realities in Myanmar, we require help to:

  1. Compare alternative operating models
  2. Select the best model to deliver our strategy
  3. Create a clear roadmap for change
  4. Lead the process of change
  • Develop business model options to support strategy implementation
    • Working with the WWF-Myanmar Country Management Team (CMT) and in consultation with the Asia Pacific Regional Management Team, develop 1-3 options for the 2023-25 operating model. Each would have a summary of what would be involved, costs, benefits and risk management considerations, and including a review of roles and staffing. There would also be a breakdown of how each option could be expected to perform under the current operating context. Identify the pros and cons of the various operating models, and any additional pros and cons that could be expected by 2025
  • Facilitate selection of the most suitable business model
    • Facilitate a workshop with WWF-Myanmar CMT and WWF Asia-Pacific Regional Management Team to review and select the most suitable operating model.
  • Create road map for and lead the implementation of the new business model
    • Outline the phases of the redesigning process and identify the key milestones in laying out in the restructure.
    • Highlight the potential challenges during the process and suggest the mechanism to address them
    • Connect the new structure with WWF-Myanmar Financial/Funding possibilities/models
    • Collaborate with communication teams for strategic sharing of required information with key both internal and external stakeholders
    • Develop implementation timeline and monitoring plan to measure the effectiveness and efficiency of the new business model
  • Lead the process of change to implement the new business model
    • Lead the process of change to implement the new business model, including restructuring of departments and teams, job descriptions, job locations, identifying capacity needs and skill gaps.

 

Outputs/ deliverable of performance

 

A Consultant is expected to perform and produce the following deliverables:

  • Business Operating Model Options Paper
  • Workshop to secretion Operating Model
  •  Roadmap for change process

 
Requirements

Knowledge/Expertise and Experience:

  • At least ten years of relevant professional experience and knowledge in conducting and facilitating organizational restructuring, including feasibility studies and sustainability modeling, for international Organization in the Myanmar or Asia Pacific context;
  • Proven experience of Change Management, Adaptive Management and Risk Management in crisis context
  • Ability to conduct strategic reviews, design organizational structures to align to the strategy of organizations;
  • Knowledge and experience in using participatory approaches and innovative techniques including remote working and facilitations
  • Excellent writing and presentation skills (all required reports shall be written in English) and Excellent analytical, reporting and facilitation skills
