Mhair Educational, Health and Human Rights Organization (MEHHRO) is a non-profit and non-political organization. It was established in 2002 by Afghan intellectual and veteran group of youth with the beliefs of meaningful empowerment and a better future is possible.

The post holder reports to the program Director and directly manages the Gender and advocacy programs. The post holder is responsible for managing the program development, planning, implementation and reporting, and as such authorizes expenses and payments that are made from the program budget, hold account management responsibilities and be responsible for the overall implementation of the CO gender programme and support the gender mainstreaming across the country office. Follow-ups with the country management, affiliates, and partners are frequent and steady, with the post holder having autonomy and the capacity to define and propose strategies and for operational planning. Program Management

  • Manage programme team under direct responsibility to ensure solid management of financial, and other resources, to deliver programmes in accordance with the organization, values, donor requirements, and the OPT governmental stipulations.
  • Ensure the development and achievement of a high quality EJ programme in OPT consistent with Oxfam’s standards, values and codes with specific consideration to aid diversion policies and practices.
  • Ensure that for programmes under direct responsibility, programme plans and budgets are in place, that costs are kept within budgets, and that programme teams provide regular, consistently high programme deliverables.
  • Ensure that all reporting (narrative and financial) are produced in a timely manner and are reviewed before final sign off.
  • Ensure technical / sectoral integration of programmes and integration and team working between programme and support functions across the country programme, as appropriate.

Experience, Knowledge & Competencies

Essential

  • Minimum 7 years of experience working on Gender field.
  • Excellent understanding of gender issues in development and humanitarian programming, including key challenges and approaches to mainstreaming gender into programme design and management.
  • Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into field
  • Ability to design project and programme documents – including strong knowledge of theories of change (logic models, logical frameworks), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL
  • Ability and experience in leading programme development sessions/workshops.
  • Understanding of programme/project cycle management practices in development programming.
  • Strong technical competence in research, learning and monitoring and evaluation methods.
  • Critical thinking and reflection of lessons learnt in humanitarian and development practice.
  • Results oriented, experience in managing high-value grants and a track-record of leading programme development processes that have resulted in gender-transformative projects/programmes regarded highly by donors. .
  • Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and
  • Creative and innovative approach to promoting Gender Justice and Women’s Rights agenda.
  • Strong analytical and conceptual thinking skills, ability to translate complex issues into clear workable actions.
  • Knowledge of training tools and methods and proven experience delivering training on gender-inclusive and gender-transformative interventions.

Terms of appointment:

The position is offered for an initial period of 1 year. 1000 USD per month living allowance, coverage of all accommodation, and travel costs (1 return ticket for the contract period).
