Climate Change Adaptation Manager, Mozambique

ACDI/VOCA is seeking a Climate Change Adaptation Manager for an anticipated Program in Mozambique funded by USAID. The program will combine agriculture, water, sanitation and hygiene (WASH), and Nutrition funding to address programmatic gaps and approaches in building resilience of vulnerable households and communities in selected districts of Zambezia and Nampula provinces. It will achieve this objective through inclusive approaches to increase productivity of farm and food systems, foster diversification of household income, layer, sequence and integrate food security, sustainable water, and positive nutrition interventions.

The Climate Change Adaptation Manager will support the development of climate change strategy, action planning, and modeling of science-based targets. The position location is tentative, however, there is a strong preference for the candidate to be based in Nampula, Mozambique.

Responsibilities

  • Demonstrate expertise in the evaluation of climate change risks and opportunities, climate and energy policy, and conducting policy and technical analyses
  • Lead climate, water, and supply chain advisory and reporting projects
  • Distill complexity from detail to effectively coach colleagues in delivering high-quality outputs
  • Demonstrate strong project management skills and oversight through the project lifecycle, including scoping, budget, and delivery
  • Develop comprehensive yet flexible plan for preparation and utilization of effective platforms for climate change awareness information targeting Activity government, community, and CSO partners to foster scientific-driven information collection, decision making, and analysis
  • Lead in the coordination work with government agencies such as, but not limited to, the Department of Agriculture (DA), Climate Change Commission (CCC), and the Department of Environment and Natural Resources (DENR)
  • Draft the National Climate Change Communication Strategy and associated Implementation Plan
  • Ensure project activities are environmentally sound by assessing possible environmental and climate change impacts; prepare an environmental assessment and review framework and Initial Environmental Examinations of priority project activities
  • Lead teams of experts in qualitative and quantitative design of sector-based and country-wide vulnerability assessment methodologies
  • Implement a Continual Improvement Process to identify lessons learned and integrate best practices into future vulnerability assessments
  • Provide robust analysis of cost-cutting opportunities in vulnerability assessments and make recommendations to the Chief of Party
  • Advise donor and foreign government officials on vulnerability assessment methodologies and adaptation options
  • Ensure activities are environmentally sound by assessing possible environmental and climate change impacts; prepare environmental assessments; review framework and Initial Environmental Examinations of priority project activities; and propose environmental mitigation measures
  • Develop annual work plans and oversee the completion of deliverables on these tasks
  • Contribute to the periodic progress reports

Qualifications

  • A master’s degree in environmental management, agriculture, physical sciences, climate change or related field
  • Minimum three years of experience as the technical manager for USAID-funded conservation agriculture and/or climate smart agriculture projects
  • Demonstrated knowledge of climate variability and change and agriculture
  • Proven ability to work with smallholder farmers on improved agriculture techniques and practices
  • Experience working with agribusiness systems in Mozambique highly desired
  • Fluency in English and Portuguese is required
