Overview: DT Global is seeking an Environmental Analysis Consultant to collect baseline data and conduct a study to support the Syria Livelihoods Project (SLP). The Consultant will carry out an environmental analysis of a plaster production plant to identify potential environmental impacts, evaluate the effects on the quality of the environment and human health, and prescribe preventive and mitigative measures to protect human health, safety, and the natural environment. The Consultant will prepare an Environmental Review Report (ERR) along with an Environmental Management and Monitoring Plan (EMMP) to ensure that environmental safeguards are incorporated into the project decision making process at an early stage of project development.
Tasks and Responsibilities:
- Review the proposed plans for expanding and re-activating the production plant and confirm the project's scope and details
- Conduct fields visits and site reconnaissance to collect baseline data on the study area
- Review USAID's environmental requirements and guidelines applicable to the project in addition to local laws and regulations for the purpose of describing the legal, administrative and institutional framework for environmental protection and the process of environmental assessment
- Consult with project stakeholders including the local authorities within the context of preparing the environmental analysis
- Prepare and submit a concise, high level interim report (5-10 pages) focusing on principal findings such as identified risks, anticipated impacts and potential opportunities
- Identify and assess environmental impacts
- Identify and prescribe effective, practical and feasible measures to prevent, reduce or control adverse environmental effects to ensure that there is no unacceptable environmental harm generated from constructing and operating the plaster production plant
- Prepare an Environmental Management and Monitoring Plan (EMMP) to include a brief description of the anticipated impacts of the project on each environmental component (e.g. water resources, air quality, land, occupational health and safety, etc.) and the measures and actions to minimize adverse environmental impacts and enhance the benefits to the environment
- Prepare and submit an Environmental Review Report (ERR) which shall present the environmental impact assessment process including findings and conclusions
Minimum Requirements & Education:
- Bachelor's degree in a relevant field such as, but not limited to, environmental sciences or civil engineering
- At least 10 years of experience working in environmental compliance in an international development context
- Demonstrated experience conducting environmental screening and preparing Environmental Mitigation and Monitoring Plans (EMMPs)
- Demonstrated experience conducting environmental reviews and environmental and social impact assessments, as well as preparing and submitting reports and impact assessments to international donors including USAID
- Demonstrated knowledge of, and progressively advanced experience working with, USAID environmental compliance procedures such as 22 CFR 216 and USAID's Automated Directives System (ADS)
Preferred Qualifications:
- Master's degree in a relevant field such as, but not limited to, environmental sciences or environmental engineering
- Prior experience working in Syria
- Fluency in English and Arabic
