Background

Guinea's fate is deeply linked to its history, its geography, its resources and the openness of its economy, but also to the political role it has played and intends to play in the sub-region, at the level continental and, globally. The fate of Guinea also remains linked to the global evolution of the world and to the capacities that the country will be able to mobilize to apprehend its growing complexity, the changes which are announced on the geostrategic and globalization plan, but also on the plan. the technological and digital revolution which generate new economic and financial ecosystems and unprecedented economic competition. Indeed, the issues, opportunities and data that are at the heart of economic and commercial activity and partnerships create, on the one hand, opportunities that must be able to identify and develop and, on the other hand, new vulnerabilities and constraints that must be anticipated in order to guard against them. With numerous and significant advances, in particular the consolidation of its macroeconomic framework, the ongoing development of its natural and mineral resources and an average economic growth estimated at 5% over the period from 2016 to 2020, Guinea has taken the path of growth favorable to the consolidation of its production system and its diversification, but also to a new mode of integration into the world market. This economic, financial, commercial and diplomatic integration must be supported by all sectors of the country's economic life and all its stakeholders, in particular through international cooperation, regional and bilateral mobilization, benchmark economic diplomacy and first-rate strategic intelligence. The emergence of the BRICS, and tomorrow the processes that will lead to that of many African countries, including Guinea, highlight that the logics at work in this vast movement require a detailed understanding of the dynamics. the economic and social transformation of societies and the strategic role played by information: the ability to anticipate, seize opportunities, plan, conduct public policies that integrate into the global market and promote regional development dynamics that mobilize, etc. Hence the usefulness of revived diplomacy and a national economic and strategic intelligence system.

The Diplomatic Conference which was held from April 29 to May 03, 2019 around the theme "diplomacy at the service of the emergence of Guinea" made it possible to lay the groundwork for a renewal of the central role that the tool must play. diplomatic and economic in achieving the country's development goals. In this regard, it is essential to see the Guinean diplomatic apparatus chairing the "G77 + China" succeed in its bet by strengthening its international leadership at a time of major importance for the country which is preparing to define its second Plan. national economic and social development (PNDES 2021-2025). This mainly involves revitalizing its economic diplomacy and strengthening its project for an institutional mechanism in favor of strategic intelligence. to the Ministry of Foreign Affairs and Guineans Abroad, the resources (know-how and interpersonal skills) to support the action of Guinea at the Presidency of the "G77 + China" in terms of coordination, assistance and monitoring of intergovernmental negotiations.

Duties and Responsibilities

  • A work plan presenting the structuring of the mission's strategic support plan (on the 5th day from the start of the contract);
  • A second deliverable at the end of the first 30 days of the consultation (centered on a synthesis and analysis of the work of the 2nd Committee of the United Nations General Assembly relating to environmental and climate issues, with the assistance of the expertise mobilized);
  • A third deliverable at the end of the first 60 days of the consultation (centered on a synthesis and analysis of the work of the 2nd Committee of the United Nations General Assembly and an activity report on the support provided to the other Committees of the General Assembly, with the help of other expertise mobilized);
  • A fourth deliverable at the end of the 90 days of consultation (in the form of a summary of the work of the 2nd Committee and an activity report on the support provided to the other Committees of the General Assembly);

It should be noted that all deliverables will be provided in electronic version (Word / Excel, Powerpoint).

Required Skills and Experience

Study :

  • The study should be entrusted to an international consultant: - Holder of an advanced university degree (Bac +5) in business administration, environment, economics, international development, public administration , or other related field.

Experiences :

  • Having a minimum of ten (10) years of professional experience in international development, environmental and climate change issues,
  • Having experience in intergovernmental processes on issues relating to sustainable development and climate;
  • Having a solid experience of files related to the interests of the State;
  • Having experience of intergovernmental negotiations;
  • Having been confronted with complex situations of negotiation or arbitration involving the State; experience with an international or multinational organization is desirable -;
  • Being able to work in French and English;
  • Working or having worked in Africa and in the field of South-South cooperation.

Submission file

  • The call for applications is open to any international consultant with proven experience in the field specified in the TDRS. Applications must be composed as follows:

Technical offer

  • The letter of submission;
  • Brief presentation of the consultant;
  • The note of understanding of the mission and the approach envisaged to perform the work according to the TDRS (technical proposal);
  • A CV of the candidate with the clear indication of his name (as written on his passport), date of birth, academic qualifications, skills and professional experience with at least 3 reference persons with their email addresses (4 -5 pages);
  • A duly completed United Nations P11 ( http://sas.undp.org/Documents/P11_personal_history_form.doc ) form and at least 3 reference persons with their email addresses;
  • A methodological note accompanied by the work schedule;

Financial offer

  • A financial proposal on the basis of a lump sum in USD (American dollar) respecting the following headings: fees, daily allowances / per diem, return ticket to join the mission and all other relevant expenses. ‘’ organization of restitution workshops will be supported by the UNDP

Evaluation criteria  :

Refer to the evaluation grid contained in the TDRS.

  • Technical evaluation

The minimum score for the technical qualification is 70 points out of 100.

The combined method (70% for the technical offer and 30% for the financial offer) will be used for the final selection.

  • Financial evaluation

The formula used to determine the financial scores is as follows:

Sf = 100 x Fm / F, where Sf is the financial score, Fm is the lowest bidding proposition and F the price of the considered proposition

Final evaluation

The final rating will be the weighted average of the technical score and the financial score with the following weighting coefficients: technical score (70%) and financial score (30%);

The weightings attributed to the technical and financial proposals are: T = 0.70 and F = 0.30.
