Job Description

Role and responsibilities

The WASH Assistant- (Public Health Engineer) to assist the WASH Project Officer in providing support in the development of NRC’s WASH programming particularly on all technical activities related to construction and will ensure the efficient and smooth implementation of the WASH projects in NRC targeted areas. To develop a plan for improving the WASH infrastructure at the health posts, schools and communities based on assessments carried out by partner NGOs and to prioritize the WASH activities according to urgency, Coordinate with WASH field staff to ensure that the various aspects of the WASH response are integrated.

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function
  6. Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  7. Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as Shelter, Education and Food Security
  8. Collect primary information for reports preparation, receive information from community and relay to NRC Office and coordinate with the M&E team.
  9. Play a key and fundamental role in community mobilization and convening community meetings.
  10. Coordinate with the WASH cluster partner staff, NGOs/INGOs/UN agencies and Govt Line agencies to avoid any duplication of services

Specific responsibilities

  • In close collaboration with the WC and PHP team in plan, organize and carry out daily WASH activities within NRC area of interventions in line with agreed work plans, strategies and methodologies.
  • Develop and review BOQs and technical specifications of WASH facilities activities to ensure compliance with relevant standards, procedures, and codes.
  • Prepare work plan (monthly &weekly) of the PHE activities against project targets and objectives;
  • Supervise all construction work related to water and sanitation and take lead on technical verification of work provided by contractors.
  • Coordinate with beneficiary leaders to ensure community participation and ownership.
  • Advise on procurement needs and submit all procurement request to the WC.
  • Ensure that accurate and detailed records of project matters are formulated and kept.
  • Lead data collection at field level and conduct site assessments and surveys.
  • Ensure as far as possible the security of the project, of staff, and of equipment.
  • Conduct regular field monitoring visit to operation areas and submit findings report in regularly bases. 
  • Prepare and submit regular progress reports monthly, weekly daily as required.
  • Collect primary information for reports preparation, receive information from community and relay to NRC Office and coordinate with the M&E team.
  • Assist in conducting the WASH assessments to determine scope of work, resource requirement and estimated cost, including in the identification public health risks in the community.
  • Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
  • Provide on-site technical assistance to contractors or service providers and beneficiaries during the process of implementation, including management of construction activities.
  • Carry out other related tasks as directed by the line management.

Professional competencies

Generic professional competencies:

  • Bachelor’s Degree in engineering field (Civil, Environmental, Water or Public Health Engineering) relevant to WASH projects.
  • Experience from working as an assistant in a humanitarian/recovery context. Elementary technical knowledge in Public health promotion at least 2 year preferably with an INGO.
  • Previous experience from working in complex and volatile contexts. Proven practical experience in community engagement water and sanitation work. Community engagement and supervising contractors or community volunteers involved in WASH work and at least 1 year preferably with an INGO.
  • Documented results related to the position’s responsibilities
  • Some knowledge of English.

Context/ Specific skills, knowledge and experience:

  • Can prioritize tasks and manage pressure.
  • Can work with different community groups-women, youth, elderly without feeling intimidated.
  • Strong context assessment skills and ability to communicate to the office in time.
  • Able to communicate, collaborate and share tasks with other NRC (Shelter, Education, FSL and M&E) and other NGO field staff.
