Mozambique: WASH Program Manager

Since the beginning of 2020, the ERRU Team have been closely monitoring the deterioration of the situation in Cabo Delgado. By mid 2020, given the dramatic increase in violence and displacement, ACF decided, in partnership with NRC, to undertake a joint mission to assess the situation and come up with recommendations on the relevance and modalities of a possible emergency intervention. 

Following this scoping mission, the ERRU presented the results of the assessment to the Board, which decided to re-open an ACF mission in Mozambique. Indeed, Cabo Delgado province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has experienced a dramatic deterioration in the humanitarian situation over the last 10 months. The number of displaced people rose from around 115,000 in March 2020 to 527,975 by the end of October 2020. As the conflict spreads, the access to the Cabo Delgado districts has decreased. By November 2020, 8 of the 16 districts in the province were deemed hard to reach (H2R) areas. 

The ERRU is now launching the process of registration in the country and is developing WaSH and Nutrition projects in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. 

As a Wash Program Manager, your role is to identify and implement high quality and relevant WASH activities with a high coverage, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.  

Job and Responsibilities

  • Strategy development and policy compliance  
  • Needs assessment and project formulation : Identifying, assess and document WASH needs among crisis-affected populations in his/her area of intervention ; Taking the lead on drafting the WASH technical components as part of proposal development/project design
  • Implementation, monitoring and reporting of WASH projects
  • Program quality and accountability assurance and impact evaluation
  • External representation, sector-level coordination and partnership management : Coordinating with other sectors and departments within ACF in order to ensure rational use of resources and programme integration ; Participating in donor visits ; Representing ACF at WASH cluster meetings ; Contributing to the assessment, selection and capacity building of partner agencies involved in WASH-oriented partnerships with ACF.
  • Supervise and manage the WASH team : Determining team size and recruiting team member ; Team management (leadership, monitoring, motivation) ; Appraisal of team members ; Staff development. 

Your Profile

Requested : 

  • Advanced skills in at least two of the following key WASH areas: Hydro-geology – Hydrology – Civil engineering and sizing of basic WASH structures (wells, reservoirs, latrines, showers) – Hydraulics – Hydro-chemistry/water quality – Health promotion/public health – Community mobilization – Sanitation – WASH in emergency situations – Project-related statistical analyses and investigative techniques
  • At least 3 years of work experience in the implementation of WASH projects in the humanitarian sector.
  • Command of project cycle management to EU standard (6 stages) and of OECD CAD/ACF methodological criteria for project execution
  • Working proficiency in English and Portuguese

Desired :

  • Knowledge of the ACF WASH intervention framework, including ACF strategies, WASH  policy and manuals, sectoral training tools
  • Knowledge of the area of intervention and other ACF sectors of intervention (Nutrition, FSL, Mental Health and Care Practices)
  • Familiarity with GIS, data analysis and water modeling software
  • Previous experience in country program startup
  • Experience in handling partnerships with national NGOs and provide capacity building to their staff
  • Complementary skills in: Geophysics, Drilling, Anthropology, Cartography

Conditions of Employment

  • 12 months fixed term contract under French legislation
  • Monthly gross salary from 2010 to 2335€ upon experience 
  • Monthly per diem and living allowance: 260+167€ net, field paid
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens 
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: 100% coverage of medical expenses and repatriation insurance
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
