ACF has been working in CAR since 2006. Drawing on its experience in the country, the actions carried out have responded to the changing context of the country by applying both emergency approaches (in particular with the mechanism for rapid response to population movements), early recovery and development according to areas and needs. The projects, for the most part multisectoral, are equally well developed for urban and rural populations as well as for displaced persons in ACF's 4 areas of expertise, namely: Nutrition-Health; Mental Health and Care Practice; Water, Sanitation and Hygiene as well as Food Security and Livelihoods. 

The RCA mission is now made up of 4 operational bases (Bangui, Bouar, Bossangoa, Alindao), and a mobile team deployed throughout the Central African territory as needed. We currently have 400 national employees and 50 international employees.

Your Position and Your Responsibilities

By respecting ACF, international and national standards, you are in charge of assessing needs, submitting alerts, carrying out multisectoral surveys, identifying, implementing, monitoring and evaluating emergency interventions (Wash and NFI distribution) in within the framework of the Rapid Response Mechanism in dedicated areas. Your missions are as follows: 

  • Participate in humanitarian watch and carry out evaluations 
  • Ensure the implementation, monitoring and reporting of RRM activities  
  • Supervise and manage your teams 
  • Participate in the coordination, representation and partnerships of ACF in its area of ​​intervention 
  • Participate in security management
  • Feed the reflection on the strategy, identify the needs and contribute to the formulation of the projects and the positioning of the Emergency department 

Your Profile

  • Desired training: Water, Hygiene, Sanitation
  • Minimum 2 year experience, Training and experience in managing emergency programs
  • Fluent French
  • Management: Significant experience in inventory management, planning and reporting.
  • Finance: Mastery of the management of budgetary activity.
  • Human Resources: Ability to identify HR needs and organize recruitments. Ability to manage and peacefully resolve conflicts between staff and manage social tension. Strong management and leadership skills in a pressured environment 
  • Professionalism, respect for deadlines and commitment
  • Previous experience in the implementation of RRM projects
  • Autonomy in project cycle management

Other remarks: Rigor, flexibility, communication skills. Ability to live in isolation and ease to work in a volatile context with strong security pressures.

Your Employment Conditions

  • 12 months of fixed-term contract of use of French law
  • Gross monthly starting salary from 2010 to 2335 € 
  • Per diem and monthly living costs: 413 + 256 € (cf eurocost) net, paid in the field.
  • Monthly context allowance: € 300 
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
  • Transport and accommodation: Support for travel and collective accommodation
  • Medical Coverage: 100% coverage of medical costs and repatriation insurance
  • Leave and RnR: 25 days per year, 20 RTT per year and 215 € paid during the recovery period
